Vault PvP items coming in as low level and unable to be upgraded

Both of my characters (warrior and warlock) the items came in as base ilvl 382 and unable to be upgraded - is this normal? I don’t think so?

Same for me. Should have had 3/3 duelist items and I had 3 382 options instead.
Thought it was perhaps tooltip error and chose a trinket. But nope its 382 instead of 405 and there’s no upgrade ranks.
