nice! on my main it could only benefit my offhand at this point , but im valor capped and still havnt got the upgradeable base im looking for -.-
my mains a fury warrior ilvl224 still sporting an un-upgradeable ilvl200 offhand

You are referring to Welfare Epics valor. This one we have right now is not it. Welfare epics we call as Catchup gear usually opens on the succeeding patch. We are just on 9.0. There were no welfare epics on BFA 8.0 and Legion 7.0. Let’s see on 9.1 and 9.2.
Valor and M+ is just meant as a stepping stone towards Mythic Raiding. Valor and M+ is not Mythic Raiding. But Shadowlands is generous though that the weekly vault carries Mythic Raid quality loots.
Many people especially the entitled people skip M+0 and start at M+7 or M+9. Getting Keystone Explorer +5 on all 8 dungeons should be fairly easy. Remember them last 2 months ago, they get mad when they didnt get invited from M+9 becoz doing +5 is a joke to them. +5 must be very easy.

Have you listened to anything the devs have said? M+/raiding and PvP are all meant to be their own end game systems. There’s a very big population to this game that has never been into raiding. 
This is the ironic part… The guy off the tsz pod cast is a top 100 raider and has talked about how bad it is for literally his main, his friends and his alts lol…
It’s been a long grind, and a LOT of M+ trying to get the pieces I needed with the correct secondary stats. Almost everything has Vers which is #1 for rsham, and since I don’t PvP, this is about as good as it’s going to get unless I’m extremely lucky with the Vault.
Let me explain to you how the gear loot goes.
On early WoW like Vanilla, BC , and WoTLK, the gear progression is:
Normal Dungeon Loots < Heroic Dungeon Loots < Raid Loots
And you could easily see that the BEST LOOTS are on Raids.
Now, fast forward to Modern WoW that started on Legion… Mythic+ was Born.
The gear progression at Legion was:
M+15 loots = Heroic Raid loots < Mythic Raid loots
Mythic Raid loots were still the best loots. M+15 became an alternative gear progression instead of doing Heroic Raid.
Shadowlands is suppose to follow:
M+15 loots = Heroic Raid loots < Mythic Raid loots
But somehow the M+15 weekly vault loot is equal to Mythic Raid loots of the first 8 Bosses. The last 2 bosses on Mythic Raid is ilevel 233 compared to ilevel 226 max of Weekly Vault from M+15s. But the Valor is limited only to ilevel 220. If you want loots above ilevel 220, it’s really on Mythic Raiding. Not much on Mythic+ although M+15 gives one ilevel 226 per week thru the Vault. Mythic Raiding still gives the best loots… the hardest content of the game. Mythic+ even if you do Mythic+35, its loots is inferior to Mythic Raiding.
I can’t speak for anyone else but personally I’m very excited about the 6 gold 52 silver I’m eventually gonna cash in for my valor.

I’ve raised 2 pieces from low ilvs to 220, working on third with a fourth being considered. It’s not meant from gearing so much as optimizing. Even if your cap is 213 you can still greatly improve your dps. I know mythic raiders who use low ilv pieces because they are best for their spec. It’s not perfect, but it does help.

The developers were very specific about the purpose of Valor when it was announced. People need to read more, then they won’t be confused.

Lol dude… I highly doubt blizzards intention behind valor was for geared folk to farm specific items on m0s 
regardless you your theory doesn’t address the many many issues with valor that didn’t exist in previous iterations.
