Unable to Use Exodar Portal from SW to Exodar

From the Customer Support Forum: What Level to Use the Portals, in the SW Portal Room?

(On my Level 10 Lightforged Draenei) Unable to use the Exodar Portal from SW to Exodar. I can use the portal from Ruth’ran Village to Azuremyst Isle. And, I can use the SW portal from Exodar to SW. But not to Exodar from SW. I resetted my UI, as well and it didn’t fix, anything.

If it matters that I don’t have a Sub nor Game Time on the account, I want to add that, information, as well.

Estalayia here! I created this Draenei Paladin Alt to maybe help investigate this issue. Sadly, I’m still at Square One, but I want to share my findings. OK, so I had this Alt start in “Ammen Vale” instead of “Exile’s Reach”, to see if “story completion” mattered to unlock the Exodar Portal, in SW (assuming it’s NOT in Chromie Time). I’m sorry, I could have saved you the trouble. Portals in the SW and Org portal rooms require level 30 now (since 11.0). As far as I can tell they have never announced or explained the change.
