the problem with your example is that dfa is an ability like charge where the damage is based on the travel time of the body delivering the attack when it hits. that is unrelated to turtle, entirely

Just like dfa is based on the travel time of the body, turtle is based on the activation time of the animation. If you cast something faster than the animation, you have some wiggle room for it to go off before the animation is done. Just like your evisc will go off during the animation of a dfa and kill the rogue instead of its dfa hitting you even though it was cast first and you’re both in melee.
No, it’s based on whether or not it was activated prior, which it wasn’t if the ability hit you. The “exceptions” are merely perception (or lack thereof).

i can’t imagine where you got that misconception. no, only some abilities have the moment that their damage applies dictated by travel time, but whether or not an ability will land is calculated when it’s fired, not when it lands.

You can test this. Duel a hunter, hold a global for turtle. Be in melee range. Press bolt instantly when the lossa lady says aspect of the turtle. Lossa lady cannot preempt someone elses button press. Do it several times. I guarantee you that you’ll see stunned hunter in turtle at least once.

You’re not pressing bolt until you hear turtle over lossa. Lossa doesn’t tell you turtle until it reads the ability in game log. Bolt is in flight for the animation of turtle, not the cast of turtle.

If you are using an audio or visual indicator to press an ability based off of when something else is cast, there is no way that whatever you’re using is indicating it to you before the other button was pressed. That’s why you’re setting up the test in melee range and not using globals until you hear it. Your finger is on storm bolt, you’re pressing the button when you hear the lady start to say words because you have set the test up such that the other person is just pressing turtle.
