- Blizzard, and only Blizzard makes the decisions on penalties. Does not matter how many times someone gets reported here.
- People ALREADY get Bnet accounts closed for egregious enough conduct or enough repeated conduct.
So what the OP wants is already happening. We just don’t get told by Blizzard when it happens. Nor do we get told what the decision metrics for “egregious” are. I think we can all guess that illegal things, real life threats, etc. are pretty egregious. Blizzard is not going to share what their limits are, or people will try to rules lawyer.
You might just want to let it go. I think everyone has made their point and Sabbia is not going to accept that maybe, just maybe, they phrased things poorly. Ten of us (or however many) are not going to get through.

nobody wants hate speech around, but what starts out as banning awful people turns into a corrupted tool of misused power. you think you understand who and what such tools would be used against, but it will be corrupted and used against that which you did not expect.
“where they burn books, they eventually burn people.” isn’t just a catchy phrase, it actually happened. people attack ideas they don’t like, then eventually attack the sources of those ideas, namely, the people they don’t like.
for you a forum ban isn’t enough and you want to see that person removed from all of blizzard, but how is that microescalation any different from people who want other people removed from society?

The CoC falls under the EULA. The EULA is what now covers all Blizzard platforms. That means games, launcher services/chat, and forums.
EULA says we will follow the CoC and game policies. So, that is that. Neatly wrapped up in a legal bow once we agree to it.
