But the moderators wouldn’t ban someone for that if it wasn’t truly hate speech.

The social contract was always there, it was just skipped by 99% of the population because it was rooted in legal wording mumbo jumbo that nobody ready in the TOS.
Now you can’t say anything when it pops up because it was there and you still clicked yes to make it go away. It didn’t alter the fabric of the game and the community became better over night. Just a friendly reminder that they are watching still and the only sad thing is that the reporting system is run by some bot software that people abuse.
