Blizz’s official stance condones kicking for any reason with no limitations and they also buffed a debuff to be more punishing for anyone who engages in all queued content.
Still troublesome if people are seeing instances where they’re unable to vote kick. I rarely use it and have noticed it happen a few times.
It’s beneficial to Blizzard if their systems are coherent/fair for players and function proper. It’s not beneficial to the player base when Blizzard is free wheelin’ 30 minute debuffs all around. I’m still irritated I had to eat a 30 minute debuff cause my Dawnbreaker bugged out and wouldn’t let our group fly (stuck in combat). I don’t even know how to “fix” that issue truthfully. Did I deserve a 30 minute debuff for leaving a bugged instance, not really.
The issues between vote kicking and the deserter debuff go hand in hand.
What it also has to do with is a “blanket” decision made for all queued content with no exceptions. 30 minute deserter debuff if you leave the queueable content at ANY point. No foresight as to how that would branch out in LFR and create a literal deserter debuff chain passed by innocent backfillers.

The debuff was applied to those kicked originally because the issue back then was worse than the one today.
The debuff applying after the first boss is because too many people complained at the start of this season that people were leaving after the first boss. So ironically it was implemented because people complained for a solution to a short term problem without thinking of the unintended consequences of that solution.

An issue hasn’t been flagged. Someone has given a narrative to GD. If someone wanted to flag issues for attention, genuinely, they’d use the tools they’re given (and told about) like;
GD is as good of a place as any to discuss this.

They are coherent and they are fair: we were given agency over completely random people that we are forced to group with in pugs.
The circumstances of dumb or crappy kicks is not so prominent that they see a need to change anything.
The change you brought up was to leaving, not kicking. Which again, entirely different topic. And I believe they need to separate leaving and kicking system, along with separating dungeons and LFR with it, as well.

Most groups don’t care if you have bad dps in leveling dungeons once the dungeon is over they just leave, and half the time one guy is doing half the dungeon’s damage. Just dont afkor pull random stuff for no reason and you will see you rarely get kicked. I would do normal and heroic dungeons when I’m bored for the gold bag, and if someone is afk for more than a boss they get kicked.
yea exactly what you said no one cares much about bad dps or even people who dont know what to do in leveling dungeons. the people that get kicked have to really just be afk, not pressing any buttons at all, or doing some really annoying irregular things to get a kick
