Heroics are not endgame. They never were. They were meant to be a way to prep gearing or catch up for raids.

Untrue. Not everyone raids. It’s obvious that Blizzard designed H with more in mind than just getting pre-bis for upcoming raiders. Someone people only raid dungeons.
