Bliz has clarified, X-45 indeed can drop in not the first box of the day, as it is a legacy item.

Toon 1 qued at 10am right as it reset before reset main toon would NOT get a chest from dungeon at 10am dungeon reset and offered chest qued dungeon popped dungeon was over in seconds Got chest opened chest got helm Left group signed off got on 2nd toon
Toon 2 qued as tank dungeon popped dungeon was over in seconds opened chest Got Broom
It has been clarified by bliz, it can drop past the first of the day.

It really shouldn’t surprise us that things don’t work.
Especially with this:
We’ve had weeklies not reset too.
Currently all we can 100% confirm is the Love Rocket does drop for alt queues, confirmed by thousands, if not more. But so far every broom that “Dropped for my alt” was either a multibox, or suspiciously close to reset time.
My guess is broom can as well seeing it got it 2nd toon of the day, my guess is not suppose to but Maintenance Yesterday could of messed the loot up or something
Yes you did not relog, so for your first character it did not have the hidden quest that increases the first box of day flip over yet. Your 2nd character had the bonus for being first of day, allowing the broom to drop.
Sendryn muted this thread as per his last comment, but we were right to doubt the tooltip and June post for summer festival…Devs are doing so many changes to these rewards and some are specific for each holiday.

lol how did i NOT RELOG!! if i switched toons right after i killed the boss on MAIN TOON RIGHT AT RESET LOL?..you cant run 2 toons at the same time you have to log off to switch toons
you do know you do NOT have to sign off when daily resets right?

That’s not how resets work.
If you’re in the queue then that does not update, true.
If you’re logged in you do not have to log out for any reset things to take effect.

Could you clarify at what level you have to be to get both. Some say 10 but wowhead says 60. That would also be nice to know. Also thanks for clarifying drop chances!!

You know also we have reports that resets are not occurring if people stay logged on.
Alycone did that because those 2 players were insisting that they were right about June’s post and tooltip info…and even right now we’re doubting if the broom can drop from alt attempts. It’s just the normal with Blizzard drops, we don’t know the rules 
As of TWW for certain things yes you do have to relog now. Use ATT and track the quests, the first of day and things like DF rares do not flip over until a relog after the reset, or being offline when reset happens.

Last I seen it was level 10, and that was less than an hour ago.

ya i had that happen for the first MONTH of the expansion weekly stuff wasn’t resetting was a pain… But i would NOT of qued on MAIN toon if the dungeon didnt reset and offer a chest for completing it… 959am Dungeon did NOT offer a chest 10am reset happen dungeon offered the chest qued killed got helm left group signed off got on 2nd toon qued for dungeon again got chest opened chest broom…my guess is truly Maintenance yesterday broke something and or broom can drop for alts just lower drop rate like rocket.
And that’s all we can do right now is just guess and extrapolate from past data.
Until someone shows up midday, nowhere near reset time and not using the multibox trick, we can only guess these “Second queue” boxes are not exactly a second queue.
So far every report of an alt is multibox, or at reset time.
I’d love to get clarification as well on the Love Armor, and if it’s a “only the first drop” or “throw your alt army at it just in case.”
