I'd say start with a Thalassian frame, give them the upright ears like the Nozdormu High Elf model has, make them more muscular and rugged, blue magic glow for the eyes, earth-tone skin tones (not reddish and orange like BE), warpaints, scars, a less "stuck up" standing posture, and finally voices that are less hostile and more friendly.
That's how I would give the High Elves the Nightborne treatment.
I personally like your suggestion except for two things. The blood elf ears are fine and I believe that they don't need to be too muscular. I don't want their bodies to look unrealistic or thick.
Well ears I thought would change just because that's one way they differentiated the Nightborne from the Night Elves. As for the muscular thing, I just meant ever so slightly to reflect their time spent in the wilds as opposed to in the city.
I'm actually really glad how the thread has turned out so far. I've enjoyed reading the discussions people have had and the new ideas which have been thought of - it's also nice seeing some new faces. Hopefully, the peeps at Blizz reads the thread, and views the ideas, concepts and discussions had.
I'd also just like to say, ignore the trolls. It's not worth anyone's time trying to fight back against them - that is what they want. It'll only result in the thread derailing and becoming a toxic environment which we should avoid - as there has been some pretty good ideas suggested.
Oh and If anyone wants to attack what i've just said. Don't bother trying to get anything out of me - you'll only be wasting your time.
Here to add my support for playable High Elves for The Alliance, and just more player character options in general.

Well, if blizzard adds more customaztion to the first few allied races, nightborne, highmountain tauren void elves and LF draenei. It could make it to where we ahve high elves, they did talk about the most recent Q&A about allied races and dks. maybe we will get demon hunters and A few skin options for Void elves, and with the possibllity of their being a silvermoon warfront could add those options or High elf race and san layn for the horde all problems solved.

You know, I'm gonna be a bit controversial for the Pro-side with this argument.
I love the passion y'all are coming with ideas for High Elves, but I really feel some of you are leaning way to hard on a "wishlist" of things you want for High Elves, rather than focus on the "proof of concept" that HE can be sufficeintly different from BE, to preserve faction integrity.
Well I think the whole wishlist thing ultimately stems from overcompensating for trying to meet some of the opposition halfway, at least that's how I kinda feel in my arguments/ideas as of late.
It just feels very been there, done that when we have to rehash the same arguments as nauseum, which more often then not results in at least some toxicity, so I've personally tried to move past this as I've presented my arguments the best I could as have the antis, so I'm trying for a new, more positive approach.
I still want to present and come up with ways to revamp the High Elves and differentiate them as I believe High Elves should be a thing and if done in a certain way, they cam actually reinforce faction identity and I've gave my reasons in the past for this.
But as I've stated a couple times already, I feel Dalaranian Elves comprising the bulk of the race having some Human lineage is the best bet and fairly organic to weave in lorewise.
And yeah, don't engage with the trolls, let them get their grammatically incorrect oneliners in and move on.
If you guys keep bugging them about it they will burn down another elven homeland.

I don't really mind how they go about doing it, so long as I can ultimately fool at least myself into believing I'm playing a Quel'dorei haha.
I do have a strong preference though for them to be more than a simple reskin option for void elves, because I feel like that really takes away from the potential that void elves bring to the table, and would also appear as Blizzard backtracking on big decisions.
I'm sure there's a ton of people out there that want to keep their void elves.. Well, of the
void.
And there's tons of people like me that want to play a high elf because I remember thinking back to the days of WotLK and seeing the High Elves during the argent champion campaign (as a blood elf) and being like "Jeebus that just feels so much cooler" and got me into the lore of Quel'dorei a bit.
Allied races offer the opportunity to tell you a story about those particular people and their particular past, (along with offering more customization options). And I think that would be the best route to take to give this faction a justifiable time in the spotlight, while highlighting everything that makes them so
different from their Sindorei counterparts.
Despite all this though, I'm still in the "give more customization options" for the sake of it.. Just not so drastic that they change the identity of who they are and represent (Orc and Maghar, Belf and Helf, HM and Tauren).
I have my doubts that they'll expand existing Allied Race customization at this point.
The PTR actually presents some new ideas for an allied race exchange for High Elves. I personally am not a huge fan of what is presented right now and would like to see some story attached to the things presented in PTR but let me just say there are plenty of options for another "great elf exchange" dependent on how the story plays out.

Yeah there's a cool heritage armor questline that explains how the Blood Elves came to be, in that they had a cultural and identity shift from traditional High Elf values.
I thank Blizzard for being on the nose like that. Might even be a precursor to explain how High Elves are different to mitigate the irrational animus we've seen around here.
Or it might not. Either way, I hope it satisfies.

Alliance got void elves because they are not going to get unaltered high elves at this point. The Horde got the main race back in BC and that's not going to change. The heritage scenario further exemplifies that.
It's more than likely that we'll see more development on the elf side of things with blood elves and void elves.
Can we have forsaken elfs on horde side so everyone get more elfs?

Copy/paste some Wildhammer and Demon hunter tattoos edited slightly and made blue, give them more pale white/blue skin colors and maybe alter the model to reflect being Thunferforged such as height increase/decrease or becoming more muscular due to the process.

why not just give us the wood elves we want them to be tbh? Sure a majority of them live in stormwind and dalaran but the unique culture is with the rangers out in the lodges. Have them unite and embrace it. People claim that would step on blood elf culture but the thing is is that blood elves shunned and abandoned it after wc3. Blood elves are city elves through and through. They are casual nobility. High elves on the other hand are not afraid to get themselves dirty.
Fun fact: The Humans in Warcraft 3 originally had a female Half Elf hero with archer "city/wood elf" theme before it was scrapped.
It's clearly a theme they were willing to develop, and can do so again.
