It is not up to you to decide what a high elf is. They call themselves as a racial group high elves. Therefore they are high elves and they are the high elves we want.

Omg Iâm so done. Im not allowed to say blood elves are high elves, even tho that came directly from lore, the game, and the mouths of devs, but you can claim whatever you want. Luckily, there doesnât seem to be any chance of them agreeing with you.
Well we donât need them to agree with us. At the rate they are going they will be phased out and new leadership will take over and I very much assure that that the lower tier devs and those rumored to be next in line for leadership support playable high elves.

It has been stated in lore and books that when Quelâthalas withdrew from the Alliance after the Second War that many elves chose to stay. This is why you have High Elf units in Warcraft 3 before they become Blood Elves.
This was later expanded upon in Vanilla by adding High Elves to Stormwind Theramore, and some of the Various lodges.
When Blood Elves where added in BC it was stated that many did not want to follow the Blood Elf path with some making their own lodges and joining other Alliance areas. They also added Allerian Stronghold.
There are also many quest and book mentions to this including short stories.
If you ask a guard in Silvermoon where the Hunter Trainer is they will call them Backwoods and a waste of time. They treat Warlocks and Rogues with more respect.
Likewise if you ask a Guard for the Paladin trainer he will demand that you show respect or your head is on the line. And if you are a Paladin and /Eye a Guard they will Kneel before you.
This along with their lore developments and Landuin taking more of a key role in the story has shown that the Blood Elves are becoming a Light based society and they do not hold Archers to any reverence whatsoever.
Fel Taint is completely and plainly shown in Lore and with the Green Eyes. And although subtle, Blood Elves have Red undertoned skin and High Elves have Blue undertone skin.
All of this is shown in game and in Books rather you agree with it or not.
They are literally labeled High Elf and refer to themselves to High Elves in lore and in game.

Blood Elves came from High Elves and both groups are types of High Elves, but a High Elf is not a Blood Elf and Blood Elves are not the only types of High Elf.

Back in Warcraft 2âs manual they say that the runestones of quel Thalas were made by high elven druids and deatholm was built on top of a world trees remains that arthas cut down as stated in chronicles, itâs not a stretch to say high elves were way more in tune with nature than the current day blood elves even with magic being a major thing with both. The argument for having high elves always works for void elves btw. The void elves are a small group of blood elves smaller than even the high elves due to allerian hold and Dalaran more than likely not counting towards the 90% argument. The void elves are also just blood elves with purple skin so the whole they are the same argument does not work intact if you want to play purple/ blue elves you could even say play a night elf. The void elves donât have their own culture itâs all just old god crap and they donât even have their own lore.
High elves have a culture and a faction in the silver covenant by hating the blood elves and their mana draining ways. They have a closer link to nature not on par but close to night elves while having worship the light but being dominated by arcane in their society. The high elves also have their own architecture in allerian hold quelâdanil lodge and dalaran. The high elves also have a leader who hates mana siphoning in versessa thinking both her sisters are not the same anymore . The high elves have a decent capital with either allerian hold, dalaran or quelâdanil lodge. They have a set army and place in the elite group of the alliance military known as the 7th legion something the void elves donât have yet and since mop they also have their own golems since the blood elves started using blood golems from the throne of thunder.
TLDR they have everything the void elves and more including architecture and a working army. Both of which the void elves donât have

Okay. what does him being the game director have to do with anything? It has been shown that he isnât a very good one. He is good at what he came from which I believe was class and/or raid design. Those have been relatively good barring BFA which seems to be bad because this time around he tried to put more focus on everything and failed at everything.

Something interesting I found doing the Volâdun Invasion; the 7th Legion Voidcasters wear a pretty High Elven outfit (that leather/cloth light blue and grey BC set that a lot of High Elf NPCâs wear)

Itâs just a void elf using Alliance colors. Sure, itâs something a high elf would use (and I point out that the night elf themed blue-and-gold gladiator gear of next season also fits the high elves very well), but itâs just a void elf of the 7th Legion using 7th Legion-themed attire. I see nothing special about it.
Of Blizzardâs continued use of the High Elf theme, of course.

Would it be reasonable to add High Elves as a neutral race and then have them decide which faction?
I would say no as all those who retained the High Elf name as opposed to those called Blood Elves are firmly shown in game and in the Lore as firmly in the Alliance or at the very least Alliance leaning and enemies to the Horde as a whole.
