I do feel like Void Elves were indeed intended to give players High Elves, but being something different as well.
They unfortunately didn’t fill the void(no pun intended) as evidenced by the multitude of threads that have been made between the Void Elves inception, and now. Ie the Void Elves didn’t really replace the High Elves in any sense.
I understand your point. It’s just incredibly convoluted and basically wishful thinking.
Same reason they did not add Ogres, Undead Elves, Wildhammer Dwarves, Forest Trolls, Broken, and the other long requested races. They did not want to tell that story yet.
Anything else is just conjecture.
Also Allied Races are literally brand new. We’ve only gotten 6 so far.
I’m really not “anti” High Elf in the way that I’m not someone who wants to watch people suffer and hate on High Elves, so I understand your hope that they add them. They’re pretty awesome.
I think they haven’t given us playable Alliance High Elves for a number of reasons.
First and foremost, I think they didn’t have enough time to do it right… the way they’d want to if they ever do decide to do it. It’s obvious that the initial allied races were rushed far more than say the Dark Iron or the Mag’har. The High Elves also require a bit more exposition to bring them to into the playable world in a way that makes sense and feels right.
Secondly, I believe there is a genuine concern about not only visually blurring the line between the factions, though I would say they have already done this with Void Elves, Nightborne, and Pandaren. Creatively there is also probably a desire to make them distinct from Blood Elves if added and to find the best and most logical method of doing so.
Thirdly, the original reason Blood Elves were given to the Horde was due to population imbalance in the past. And while the population pendulum has swung the other way today, there may well be a concern that too many Horde players might hop the fence if High Elves were added, since Blood Elves make up like 50% of the Horde player base.
Finally, its also possible they always intended to add High Elves but aren’t ready to yet. They want to do it in a certain way at a certain time and the BfA pre-order just didn’t fit that schedule.
These are just the possibilities I can think of at the moment.
I think it is because they want to keep faction exclusivity for races, and consider that High Elves would just look too similar to Blood Elves, hence why my ideas are about “then let’s make High Elves look different enough” such as in my mock ups.

I feel like these two are massive factors, aye. In regards to Void Elves, for all intents and purposes they are even less of a suitable allied race than High Elves would be so I find it difficult to personally accept that they’d add Void Elves only to later decide to add High Elves. But, that’s just a personal interpretation.
It’s also possible they’ve been wanting to add them at a later time, but I would really be surprised by that.
Honestly she’s my fave concept wise (oh can you add on your post the face drawing of her? so y’all can see the side by side between how she’d look in game and how she looks in my mind!
My Ranger is my fave concept wise since she is newer with more developed concepts, but my warrior is my oldest character and even if he’s just your run of the mill elf, I love him most dearly <3
In regards of the faction line argument, my honest opinion is that faction lines at this point are just arbitrary divisions that only serve to confine the aspects of the factions, limiting their variety and creating barriers that hinder development, that’s it.
A lot of people feel that way. I do sort of, and then again I also love the Horde vs Alliance story. At this point I genuinely don’t know what they plan to do.

Highly conditional on the HOW for me. If we get added normal customization options on VE’s because High Elves, from the alliance, join their ranks and we got a story behind it, I’m on board.
If we simply get more blood elves with regular skin tones, yikes!
High Elves are visiting Telogrus Rift in some number to learn. If I had to guess, they’ll eventually add something to lore that explains how they recruit more High Elves and Blood Elves and allow them to transform.
Assuming plausible story elements were added to explain the new options (as in actual Alliance High Elves have joined the Ren’Dorei) I would be quite happy… but at the same time, I don’t think Void Elves, even with High Elf customizations, fulfill the fantasy that many High Elf fans are seeking.
You have to understand, for many fans, its not just about the visuals. It’s about the story and fantasy a particular race brings. Even with High Elf customizations, the Void Elf fantasy is quite different from the High Elf one, so while some might be placated by simple customization options added to Void Elves, others won’t be satisfied at all because the visual appearance isn’t providing the fantasy they were looking for.
Indeed, but so far there is no confiramtion that Void Elves can even replicate the process, or if any elves are actually willing to undergo such a dangerous transformation. Like yeah, most races study the void, that’s why we have shadow priests, but Void Elves are infused with it, and we are told is extremely dangerous and risky and that living with the whispers is a struggle, so we need a lot of legwork on why Void Elves and Alleria would feel okay with making more VE’s!
I think adding normal skin tones could be done in the context of these new generation VE’s using the Void in safer ways and would be the reason they don’t go all blue; maybe they would be less “powerful” lorewise, but also less prone to whispers of the void, having time to study for years until reaching the level of someone like Alleria.
