Maybe, but it is still only 1 testing scenario. Regardless of how bad it looks, rng is rng. We won’t know until someone can give definitive testing.

It’s probably because it predates the concept of PPM. Blizzard didn’t start designing around expected PPM until most of the way through Vanilla; everything before that was designed around flat percentage chances.
You’re missing the point. 2.7% chance to proc is an incredibly odd number. I highly doubt this pre-dates the concept of ppm.
It’s the odds of rolling a 12 on 2d6 (2.78%).
The release of Ironfoe certainly predates the concept of PPM, and I am not aware of any changes having been made to its proc rate over the course of Vanilla. (There were rumors about it happening, of course, but none any more credible than Onyxia deep breathing more).

I thought of it off the top of my head, but then, I was designing a 2d6 table earlier today and balancing results against the odds.
I have no idea whether or not any of the original Vanilla developers had experience working with this kind of thing, but for anyone who’s done TTRPG game design (homebrew or professional), it’s not a particularly obscure thought.
You may actually be right. I don’t doubt this theory entirely.
The more I think about it, the more you make sense here.
FYI Kids - we may have found a weapon/item that would give us 0.5 second base swings but with a 4.0 SoR dmg per swing - this would remove MCP farming from being needed at all.

0.5 speed is +100% of MCP with ~1.0 speed (with use)
That means all proccs will procc 2x compared to MCP
it makes your base swing speed 0.5 which is GOD mode with SoR up - now add Kiss of the Spider + Scrolls of Blinding Light + Haste Enchants…you get the idea

not to mention MCP only has 3 charges per weapon - so you need to farm multiples for a raid every week
