What is the “cast time” for applying shadow oil?
The spell coefficient for 2 second casted spells is 57.14%. If it’s a 2 second cast to apply the oil, it may be getting the coefficient from that. If it’s 1.5 second, maybe it’s getting a buffed 42.86% coefficient from 1.5 second casted spells?
The spreadsheet was able to answer my question about it. It’s a downranking penalty, since Rank 3 Shadow Bolt is learned by warlocks before level 20.
It’s based off the cast time of the spell, the Sword of Vengeance works the same way as it uses a 2 sec. Cast smite. Pretty sweet to be honest.

so it’s subject to the downranking penalty:
Level 20 penalty, applied to all spells level 20 and below based on the level the spell was learned. This applies from the moment the spell is acquired, but it usually does not matter to the lower level characters as [spell power] [gear] is rarely available until later in a character’s progression.

At this point, based on what we’ve tested on the beta, if nothing else more works, if everything we’ve tested to be true is true, and nothing at level 45+ scales whatsoever, the spec is already a viable and competitive class. The numbers aren’t lying, and Ret in classic is going to be INSANE in the hands of good players.
We’ve already tested pretty much everything we need to be a competitive DPS class. Everything we get from here on out is pure juice and just adds to the spec. At minimum we’re upper middle of the pack, at best we’re competitive with rogues and warriors, a lot of it is fight dependant, but the sims and raid testing on undocumented servers is going fantastically well.
2019 is the year of the classic ret. No more are we Retardins.
Hardest challenge will be to convince the community about taking a ret not just as nightfall char.

Just for theory…i know there is data existing about the legendary lvl 60 ashbringer with flame procc…i know it’s not in the game but i really wanna know how this one would be ranked.

According to tests done during 1.11.2 the proc rate is 2.7%. Unless there was a stealth buff during 1.12, I wouldn’t get your hopes up for 10-20%, those look to just be pserver numbers.
This (the 2.7% proc rate) sounds familiar to me in that sort of ‘I had no distinct memory of this but I saw it and the neurons lit up’ way.
If it was ever 10-20%, we’ve never found anything substantial on that. It’s more than likely 2.7% as of 1.12.
.675 ppm sounds like an odd number. Was there anything else that had lower than 1 ppm?
