3/1/21 Still bugged with AND without WM. Joyous game.
I had this problem, what I did was switch from warmode off to warmode ON and the on instance he was working just fine. Try this , anyone who is experiencing the bug. Also you can have someone from a dogdoodoo realm phase you to their realm and see if its up there.
Still bugged. The warmode tip is unacceptable. I will not and should not have to engage in PVP to complete a PVE campaign quest. Maybe some will get lucky but I’m not risking getting ganked and you shouldn’t have to have PVP thrusted upon you in this game. Blizzard needs to fix this asap, I’m baffled I’m coming to this DLC now and experiencing a bug like this. I’m hoping this is addressed in tmrw’s patch.
Posted on wrong toon, quest is bugged on Terenas. Alliance is exploiting the warmode tip and killing any who go to the area to do the quest. Terrible situation for this game and totally unacceptable with how long the expansion has been out.
Seriously, how is this still an issue blizzard? 3/2/2021 and it is still bugged for me (on druid alt)
I just checked today and it is fixed!!! No warmode needed! Thank you Blizzard for patching this.

Same here. Is this on all servers? I’m on Illidan.

April 1st, 2021 and bug still occurred. I went back to Ogrimmar, turned on war mode through the talents tab of “Specializations & Talents,” came back and I was then able to fight him!
April 4th, bug still present. Incredibly frustrating. No idea how it’s managed to go unfixed this long

Can confirm, this bug is still in place. :\ how the hell are people suppose to get their cov quests done?? 
Update, Turning on WM does fix this problem. Still wack as hell though :s (stormreaver)
Quest still bugged Zel’han on flight inmune to everything. No one cannot complete the questline because of this bug
So I’m outside the Necropolis and have 3 quests to turn in but I can’t enter to turn them in. wth? Like a block wall is forbidding me to enter.
April 29th. Still a problem. Just switched on WM to see if this works. It’s rather silly that this is required to complete quests. Switching on WM worked, but this should NOT be necessary!
Still bugged…
So I tried the WM thing (it worked) and from what I could tell there is a mob that is standing there that gives him the buff, you kill it to remove it. Except in the bugged version, there is no mob to kill to remove the shield. He is constantly summoning it, but it never spawns.
Trying to do this quest right now. Evading. Can’t complete covenant stuff. Very frustrating. About to try the WM thing that’s been suggested.
Update: Yes, WM worked but I had to get killed by campers from the opposing faction a couple times to loot what I needed. I hope for the sake of other people trying to complete their covenant stuff that this gets fixed.
