They really haven’t. Though I guess that’s perhaps another bit of “Blizzard revisionism”, just like that old chestnut “the devs say flying is their biggest regret” etc etc.
However if you can point me to actual examples of players (real ones) saying “please give me annoyances in the air while I’m flying,” well, I’m all ears.

There are no specific Topic Posts asking for this. Rather it has come up in the pro or anti flying topics generally. Where people ask Blizzard to design the game with flying in mind to justify releasing flying earlier. Some say Nazjatar is a good example of this. Others prefer the Wrath model. This is something new but like everything in BFA this is likely a beta test of what is to come in the finished product of BFA which is Shadowlands.

I’m gonna ignore the “BA in game design” offering (!) but the second is asking for what Blizzard routinely did right up until AND INCLUDING Mists of Pandaria (people always seem to forget this). Not in-flight annoyances - which is all they are, like the Mechagon buzzing flies that won’t go away till you bunny-hop your way across the land - but rather, quests involving locations that could only be reached via flight.
THAT is designing for flight (and also what FFXIV has been doing for several years now). Annoyances are NOT gameplay. They’re just annoyances being sold to you as “immersion”, but put there solely to slow you down.
What would need to happen before people stop saying WPVP is dead?
I do WQs on Warmode everyday and usually end up in a fight. Is that not WPVP?
Last invasion I did had a 5 man group of horde killing people around one of the WQs there… Essentially farming honor. Is that not WPVP?
What exactly do you want? A Hillsbrad Foothills situation? Cause we have that every other week in Nazjatar (When it’s the call to arms). When it isn’t the call to arms, Mechagon is a bloodbath.
Blizz would need to remove their garbage sharding/crz systems, fix the WorldDefense channel (which was broken by sharding and never fixed), do real server merges with a focus on faction balance, and make real pvp servers again/dump their crappy warmode.
New cash shop only HoverCraft Mount = it’s a ground mount but hovers 1 yard above ground allowing you to travel at flying speed 310%. Ground obstacles such as rocks or cliff don’t affect its ability to fly as it will simply hover over them.
New Cruise Missile Mount for Engineers = does the same thing as hover craft.

There’s no real incentive to fight randomly in the open world. Until there is an incentive, world pvp will remain as sparse as it is today. Recall that back in the day on vanilla, there wasn’t much else to do but run around ganking (or avoiding being ganked)
