Blizz just can’t seem to actually balance the gear to the content progression wise, mostly because they want to gate us all and make it overly complicated.
10 years ago the same question was asked to raiders by people complaining about not having a guild and M+ was born. Today with M+ we see history repeat itself.
Impact will be minimal since we’re normally getting half a spark a week anyway.
If we’re able to craft 1 item every 2 weeks and by the ammount of crests we will be getting, everyone should have enough crests to upgrade their gear by the time the second craft is available.

My current low-clear is 412 for T8. They need to have throughput checks at least on bosses and have both unavoidable and avoidable damage scaled up a significant amount.

If you want to be efficient now you just avoid upgrading any 619 items at all, and either only upgrade myth track pieces or wait to craft an item on a currently 619 slot to save on crests.
And for those who are only acquiring their gilded crests very late on through trading up, such as delvers, it is just strictly more efficient to spend them on crafting.
