Theres a flawed premise here. This entire thing is subject to the idea that these former Alliance players and guilds want to come back, which can be subjective based upon individual ideologies.
It may cause old Alliance players to return, but it could also do absolutely nothing.

I’ve never had this happen to me despite speaking the same way unless I’m in a community that will mass flag people like a helf thread or something like store mounts.
The problem is a lot of these solutions are half measures that may have worked temporarily years ago, but as I’ve said this situations is an inevitability.
We are in the situation we are in now because after racials were balanced, end game players determined they would enjoy an advantage if they were all together in the same pool of players. Because they acted on this it becomes a self fulfilling prophecy, the more it happens the greater the advantage for doing it becomes. No matter what changes you make to the individual factions the true advantage will always be having all the end game players on the same side.
At the time of this posting, on the whole Alliance has at least equal racial strength, if not an advantage in Shadowmeld; the racials are already balanced.
Allowing Free transfers to Alliance does nothing, because no one wants to be Alliance. Not because there is something wrong with being Alliance, but because there is a huge issue with not being Horde. It’s not about what Alliance has or does not have, it’s about the fact that Horde is where the sizable community is.
Outside of the long term existential crisis that I am posing, there is no advantage to these players for the Alliance to exist at all. Even one end game player moving from Horde to Alliance hurts the end game community; excluding the long term drawback, it’s better for everyone to just congregate on the same faction and enjoy the benefits rather than cut down the super massive end game community on Horde into 2 equal, smaller, less dense, less active communities just for the sake of having each faction have it’s own individual segregate communities.
It’s just worse for everyone to have players come back to Alliance, it’s much better to just go Horde.
The only way to fix this is to allow players to play cross faction and stay where they are, no longer being penalized by this antiquated concept of forced segregation that even the main story-line appears to have abandoned.
I get the idea of what Archmage is trying to do by giving an avenue of return and the ability for Alliance to get strength from small groups and cross-realm.
But the strength of her proposals all come from the idea that former Alliance players will return with these changes. In fact, it could back fire and cause a bleed of Alliance players due to free faction swap.
Id proposal an Alliance racial overhaul before racial removal.
Leaving Horde to play Alliance when there is too much of a gap for guilds and players to participate in high-end content doesnt work unless theres an advantage to it.
There has to be some advantage to it or else no one cares.
Its not abandoned its Peace Time 3.0. Faction conflict is literally a lever Blizzard uses for story whenever they need to.
This will only end up killing the alliance as a faction.
And in this scene, it would be better for blizzard to eliminate the alliance and make all players members of the horde and have NPCs to do the part of the alliance within the game.

That’s exactly what I said, these solutions are probably the least effective, but I still think it’s better than sitting idly doing nothing like Blizz is doing right now.
Blizzard will need to be more aggressive as the time goes on. That’s why I think they’re taking this long to act because they’re waiting for the imbalance to become worse so they can bring an aggressive solution without too much backlash.
This has the exact opposite effect. Leaving things as they are now will end up killing Alliance as they are already in the process of dying now.
Allowing Alliance players to continue playing Alliance, and still be able to raid and have access to an end game community without transferring would allow them to avoid having to transfer to Horde to be able to continue playing the game viably. As well, it would open up the opportunity for those who have already transferred to Horde to play Alliance again without having to give up being able to play end game content.
I think a large factor is the amount of money they are making, and are going to continue to make as the rate that faction transfers to Horde accelerates as Alliance becomes more and more empty.
I generally avoid these hyper-pessimistic interpretations of Blizzard’s behavior, but it’s hard to believe otherwise with such a glaring issue going unchecked and unacknowledged.
Pretty much, and when Alliance finally became empty they’ll make Alliance extremely overpowered so they can grab another round of thousands of transfers.
But at the same time, I think this is a highly risky move, players can refuse to follow the trend, and Alliance will be pretty much dead.
At that point the opportunity cost of leaving the stacked Horde mega-faction would be far too high, and any advantage they could give to Alliance that would possibly measure up against the huge upside of being part of such a massive community, would have to be so clearly and obviously outside the bounds of what counts as balanced that it would be unjustifiable.
I think once they’ve hit a point where they have cashed in on enough faction transfers, but have not yet hit the threshold where Alliance is so dead that significant damage starts being done to the brand and the player base, thats when they will implement cross-faction game play.
Combat Racials are slightly better but only in certain circumstances, and Alliance lack Utility Racials such as Rocket Jump, Mass Dispel or Zandalary Heals.
If Alliance truly had better Racials top guilds would’ve swapped, right now they’re pretty much tied, but Alliance loses when it comes to utility toolkit.
That’s why I would like to see a list of yours. I don’t think my solutions are perfect, but we need more than just one and especially those that are not meant to blame other players.
It’s fairly accurate tbh. Fewer alliance queueing up means horde have a longer wait. The alliance requeue instantly and wait two minutes. Less alliance and more horde.
