You used the term “suboptimal” not “complete crap” there is a big difference suboptimal means anything less than pure min max
As long as they are showing up to the raid and playing their class, it’s not a carry. Picking a class/spec because of the meta is min/maxing. You are intentionally ignoring the RPG to try and be as numerically efficient as possible in the end game.

Prot Pallys are perfectly good off-tanks. There is definitely a place for them.

While this last part is true, it really is up to the group and how big that gap is, it is something that’d have to be judge on a individual basis, if they’re really good at it and the have good/decent gear then it’s up to the raid leader who is taking the time to organize can decide if they fit or not. so it’s hard to argue for dismissing someone out of hand because their spec isn’t the best option.
Ever heard of Muggsy Bogues? He was only 5’3” tall and a star NBA player. That is quite small for a basketball player.
And while I know this isn’t the same thing, my son played youth basketball for three years. There was a kid that played on another team that was quite small. Watching that kid play was simply amazing and shocking. That kid could hit any shot no matter where he was on the court. I had honestly not ever saw anything like it.
I was telling a friend of mine about him and it’s one of those circumstances where words could not do this kid justice. You have to see him play to believe it. My friend came with us to a game one night and here goes the kid hitting baskets left and right. My friend sat there in shock and could only repeatedly say wow, lol.
That kid is an amazing basketball player and he’s very small. I am interested to see where he goes as he continues to grow up. I went to school with his dad and he was the star basketball, football and baseball player for our school. Definitely an athletic family and in the genes apparently.

That was a quote from a fictional player asking to be carried. That person is not going to call his 45-seconds-and-oom moonkin “complete crap” because that’s an admission he’s asking for a handout.
Instead, he’s going try and portray it as a non-min/max character so his request sounds reasonable. You know, like everyone in this discussion does.
But the reality is that, based on encounter mechanics and raid size, there is a minimum avg dps that a raid needs to consistently beat an encounter. That limit constitutes what is viable. If a meme spec can meet that limit, it should be allowed. Otherwise, it should only be allowed in if there’s an empty raid slot.
Shamans were great tanks. They did well.
Final verdict of this thread should be play what you want, learn to be good at your spec, get geared, and don’t listen to these trash tier players saying you can’t play X spec for advice.

Wow, you don’t really know anything do you?
Itemization was changed over time by blizzard due to the ferocious whining from poggers who couldn’t stand the thought of gear that didn’t add up to their idea of min/max for raid clearing schedules.
It was players, not blizzard, that pigeonholed raiding.
These posts are fun, but the truth is back when wow came out we played whatever the hell we wanted and we still succeeded it really wasn’t until we got tier pieces,
most of the players I met (exclusively raiders) had previous raiding experience from DAoC, EQ, and UO or whatever game. All we cared about was that we had the holy trinity, “tank, healer, dps” and the supports, I guess (sorry enchanters KEI pless)
Point is the games not new, there are no surprises people can literally play whatever they want, the gear may or may not support it so they’ll be forced to play other specs. Because all the fights are straight forward basic, get out of fire and tank and spank.
Telling people they can’t do x or y because you deem it so is pretty asinine.
And just for you I will play 17/17/17 in every spec, outta spite.
Boss health / encounter length / # dps’ers times a buffer, maybe 1.5.
That’s what each of your dps’ers should meet, regardless of their class or spec or gear or consumeables.
I just don’t want people to think their experience is going to be frolicking in a field of poppies beneath sunshine and rainbows. It’s more like lugging a cross uphill both ways. If you have player opposition to deal with too make it 2 crosses.
But hey, I guess some people enjoy the pain /shrug
My main motivation playing games like these is to “carry” people. To push myself, outperform, achieve excellence. A close second is my desire to tinker and explore different playstyles.
If someone is simply playing a bad build, they are likely to be open, or even asking for advice and ideas.
If someone has done, or is doing, the research and experimenting, and the group has a good strategy with that comp, what’s the harm?
As someone who completed Naxx in record time as a tank priest I think you’re just closed minded.
You can’t let everyone play what they want but 1 or 2 meme specs won’t affect things too much.
I imagine places like MC would be fine since you could 25 man that back then since 15 people were AFK half the time. High end stuff however I wouldn’t be so sure about higher raids.
