I don’t understand the OP. Says the game is terrible, but wants these same Blizz devs to design a Classic+? That makes zero sense. It would be a complete disaster.
The only real option is TBC and eventually Wrath. You know, back when competent designers made the game.

Classic+ as in ‘new’ content with a ‘classic’ flavor? You know that the devs that will be working on that ‘new’ content are the same creative designers working on retail?
They won’t get that ‘classic’ flavor as you remember it years ago. Times change. And classic is living in a bubble with a time limit.

Twice they gave us housing and no one really cared for it. Heck the second time they gave us a whole keep and shipyard of our own.
I think what you really want sounds a lot like FF 14, so perhaps your solution is to go play that game instead of this one.

No clue why people want a pixel house.
The problem is that there’s too much clutter in the core game play loop. You have a theoretically endless artifact power grind, you have a daily emissary, raid lock outs (across four difficulties because even LFR can mcburgerforge to mythic quality) to complete for the week, you can do Mythic+ for raid gear, island expeditions, oh my god it just. doesn’t. stop.
In Wrath after you hit exalted with a rep faction, you were done with them. You could do more dailies but it wasn’t an obligation. If you were in a progression guild you did your weekly raids and then you were… done. Anything else was up to you. One of the bigger negative side effects of Systems™ is that people spend way too much time on what’s supposed to be the core game play loop instead of the stuff outside that loop that’s supposed to enhance the experience.
MMORPG’s live and die by their community and Blizzard keeps giving you crap to do that ostracizes you from it.
People have absolutely no idea what they’re talking about when they try to articulate the relationship between Blizzard and Activision. The problem is that where historically the Activision side of the company was content to leave Blizzard alone because Blizzard, with just one game, during a slow content year could out earn the entirety of Activision, those days are gone, baby, gone, and since World of Warcraft has been on a protracted, declining trend the call- and this is very common in the business world- went out to trim the fat so that Activision Blizzard spends as little as possible to make as much money as possible.
In reality it’s Bobby Kotick who runs the show and who Blizzard answers to. Activision isn’t a ‘distributor’, Blizzard has it’s own digital storefront that Activision piggybacks off of.
Weird that Reputations are considered garbage.
I personally want them to be a main part of the game again, and be grindy, so they give strong rewards again.
Classic has it’s own dev team behind it. Did you ever stop to ask yourself if it makes any sense to pull resources from retail for what’s ultimately a separate product marketed to a different player base?
They could release Burning Crusade as a follow up relatively unchanged and almost 99% of the people who stuck with Classic would stick with it as well. Everything has a shelf life, even glory fades.

You must be new to the Internet. Perhaps you’ve never heard of The Sims, Stardew Valley, Farmville, etc. Then there are MMORPGs like ESO, SWTOR, etc.
Why do you care about pixel armor? Why do you care about pixel weapons? Why do you care about pixel mounts? Believe it or not, there are people who enjoy things that you don’t care about.
Do you want housing elements added to the cash shop, or as drops found in the game with differing rarities.
Of course they have their own dev team, one that exists in 2020. The classic dev team is mostly gone. It’s not gonna be the same and whatever classic + thing they come up with, I guarantee you there will be hell raised by the classic community.
Sure you can release, BC and then what WotLK? Cata? Pandaria? Eventually they will catch up and if they start altering those releases for “a more classic feel”… yeah, right…

Already people upset about BC introducing flying again. Maybe they’ll fix BC without flying?
Lack of timegates were a problem in BC. People had Black Temple done way too soon. Are they gonna fix that too? How? Make it a bit more ‘retail’ ‘classic’ hybrid thing.
I’ll be interested in what they figure, and how the classic player base responds.
