I would say it counts as six attempted genocides by Jaina. Two for the tidal waves, one for the final talking-to, and all doubled for drowning babies intentions.

And speaking of attempts, if we are counting failed attempt, then how many failed Horde attempts did they have? Whether it be Sylvanas already plotting on sending forsaken pretending to want to reunite with their family only to open SW’s gates, or the Horde being beaten back by the Alliance during the first war, only to siege Stormwind a second time? Like if you want to count that way, I am sure the Horde will come out on top.

Jaina’s incanticide is strictly limited to racist inclinations, and should be no means represent a general desire to drown all the world’s babies. I’m sure had she and Varian hooked up, Anduin would have some lovely, undrowned half-siblings.
Whether or not he would have force conscripted those half-siblings into war with the Horde like he did the poor farmers is another matter.

No, that was a fragment of Thrall, his distilled anger without the rest of him holding it in check. He expressed his hate and anger, but made to attempt to act on it.
