They never gave serious numbers but you have to be stupid if you really believe it was millions. No race has that many people not even Stormwind.
Beware numbers, Blizzard is infamously terrible with them. It is best to just use vague terms with such things in this setting. So… a “large proportion” of the Kaldorei who lived there fell with the burning of Teldrassil. In turn a large proportion of the Kaldorei lived on Teldrassil compared to anywhere else at the time as a great number of them left the mainland of Kalimdor seeking security after the Scourge/Legion attacks of the third war left Hyjal burnt and a large swath of Ashenvale the uninhabitable Felwood—And subsequent Horde invasions had left many feeling the world tree was safer. Those who did not, largely lived in Ashenvale which also got butchered.
Eh never really got the sense she had any special authority or veto power. Granted the Desolate Council hasn’t been shown much but when it was introduced she had to prove herself to them to even be let in. Then in the Forsaken Heritage quest she’s barely present with Belmont, Voss and Velonara leading the charge and Faranell providing the fireworks.
Iirc she’s just at the Sepulcher and if asked says she’s not exactly thrilled about the Forsaken going full weapon’s free to stamp out the Scarlets but spooksters are going to spookster. Maybe she does something else but I legitimately can’t remember it. Mostly I just remember Belmont leading an attack by marching Deathguard under Lordamere Lake and then attacking with a Banshee bombardment. Because that was extremely cool.
She has a big role in the Gilnean Reclamation quest alongside Voss. Where again Voss does all of the heavy lifting but she does help kill the big Scarlet Preacher squatting in the Gilnean Cathedral who turns into one of those color swapped Light Voidwalkers.
So she kinda just seems like the face of their public relations so far. Which makes sense. She’s also not present on Khaz Algar yet though Voss, Belmont and Velonara are. No hint of Faranell either but Forsaken Apothecaries are all over Dornogal.
Calia’s contribution during the Forsaken Heritage Quest was to bless the Forsaken PC with the light to mask their undead nature so the PC could fool the Scarlet guards and deliver the fireworks. Mostly she just pouts because everyone knows the score when it comes to Forsaken and Scarlets, and Calia is clearly holding back from asking everyone present if they ever considered just “talking” to these people who loathe them.
It’s a relief to me she’s not in Dornogal because,

I do not like her constant doubts,
I do not like her ridiculous style,
I do not like her lacking in guile,
I do not like her light-given power,
Just listening to her makes me glower,

Anyone that reads or pays to play the story are entitled to criticize the bad writing and the ridiculousness of giving a mass murder and redemption arc because well she feels bad about it now.
