So I’ve become a fan of Shadowlands post campaign (I know old content), I went to Org to accept the startup quest and then clicked the option to skip straight to oribos (as I have done the start up quest many times and completed the entire campaign on multiple characters). When it teleported me to Oribos I was left standing there with no quests to continue. Now normally it gives me the option right away to skip straight to the post campaign faction content, but on my shaman it has nothing. No npc pop, no quests to accept. Even in the quest log it says to continue the campaign I need to go to the shadowlands. Yet I stand in Oribos with nothing. And it is in the stage that even most of the NPC’s aren’t present. I have tried porting back and forth, Ive tried relogging, completely restarting the PC and no change at all. No quest to delete and restart. I’m completely stuck. Any help is greatly appreciated.

Question. What races are you all? I just tried on my Dracythr priest. I assumed it was broken just because i’m a lizard.

Just tried this on my 2 alts. Same problem.
Just encountered this with one of my alts as well. A buddy and I wanted to do some mythic sanctum runs and I can’t go down into the maw at all after realizing I hadn’t ever done the SL starter. I have done necrotic wake and mists on that too though. Feels kinda silly we don’t have an option to just open up all older content without going through the hoops.
Experiencing same here I even played through the entire maw and no quests after dropping in Oribos logged on a different char earlier and randomly my covenants reset.
Same issue, just went through the whole SL campaign and got to Sepulcher on one of my characters (lvl 80 the whole time) – now trying to get to it on any other character, after skipping intro I’m just stuck in Oribos. Shadowlands Campaign 1/2 Chapters with no active quest; have re-logged, restarted, etc. Even went to portal room and went to Ardenweald and flew to Oribos; nothing.
Please fix Blizzard - and by fix, just drop a ‘skip it all’ option on an NPC that is present in every phase of Oribos, accessible by any character level 60 or higher.
Too many bugs have happened since SL leaving too many character locked out or stuck on the level up campaign - a whole expansion of raids and content should never be locked behind completing the entire level up quest line.
Remix MoP lvl 70 characters are out of phase with SL, from what I’ve been able to gather.
There are no quests upon arriving in Oribos for the Story Campaign or Covenants.
There are no Cov representatives in Oribos.
There is not a Flight Path in Oribos.
Using the FP toy for SL does not make the FP appear in Oribos.
Completing Genn’s quest to cleanse UC does not fix Ori quests or Cov representatives. The Maw is still raging red outside Oribos and not in it’s ‘after Zereth Mortis/neutral state’.
There are no quests in Maldraxxus.
Chests do not give Anima.

I had a fresh 80 that wasn’t a remix character, same problem.
Same issue on a level 80 undead mage that was boosted to 70 from level 39; started on retail. I skipped playing the last two expansions.
I realized that I died teleporting to UC. Told that I needed to talk to some NPC; which meant doing an entire quest to cleanse the area that sends me to maldraxxus. I already have the portal to Oribos, so I port. There’s no NPCs. I go back to Org and grab the SL starting quest and then come back to Oribos. Still no NPCs. I chose the option to skip the maw.
Disabled all addons and relogged to see if it would fix it. Spoiler: it did not.
Starting an allied race and completing SL w/ the Maw included to see if it fixes it. I’ll come back with an update if it does.
Same bug. Opened ticket. Waited 2 days. Got a response saying they see no problem, linked WoWHead and then told to come here if there is indeed a bug. Lovely. This is what I get for wanting a glyph that is locked to a covenant ;[
Update: I created an allied race, completed the shadowlands intro questline (which the game reported that my warband had already done), logged back into my character that was having issues. Still no change. I also portal’d out and back into Oribos, and jumped off the side to see if it would allow me to phase in. No dice 
But I did get the “Stranger in an even stranger land” quest (and completed that quest) on the allied race. So it appears to just affect characters that are boosted maybe and chose not to do the shadowlands content?
I am having the same issue, I wanted to unlock undercity for the halloween event but I cannot start shadowlands as the intro quest cannot be completed
Also having this issue on my 80 priest. I selected the skip in Stormwind and was teleported directly to Oribos, but there was no dialogue or anything to continue once in Oribos. The large guards that normally escort you to the NPCs by the covenants are there they just don’t do anything,
