You can easily gate PVE the same as PVP. The problem, the reason it isn’t done, is because it is so bad it would immediately kill the game.

But… PvE is the same…

Just remove upgrade gating on pvp gear. I still have to farm it. I still have to win to get points.

But it turns out players don’t farm it. They just afk.

Don't Ban for Poor Game Design | AFK BG groups

The root cause problem for the rise of AFK BG groups is that the old game has an incentive structure which encourages that behavior from the 2021 min-maxing player base. This is a new product / design issue in regards to product-market fit. Until Blizzard realizes that TBC Classic cannot be a pure engineering data migration effort and needs tweaking in terms of effort and rewards, we’re doomed to see opportunist behavior and reactionary punishments that are temporary solutions.
