Anyone who quits over this was just looking for an excuse. Blizzard was going to lose them anyway in the long run.
You whirlwind (hits all targets) to make Rampage or Raging Blow (normally single target)hit up to 4 targets. Rampage and Raging Blow are the money makers but for old content like what the OP is doing whirlwind is all that matters because it’ll hit everything for you.
If this change goes through as is I guess I’ll have to solo as prot just for Thunder Clap
You have to think about how everyone plays the game. What if Blizz said you can only do 20 pet battles a day, maybe you wouldn’t care, a lot of people wouldn’t care but anyone who pet battles for a majority of their time is going to care.
With the AoE cap if someone does a ton of transmog farming or legacy content farming in some form where they are aoeing a mass amount of mobs on a regular basis an AoE cap harms their experience. Just like the pet battler I can see them quitting.
World of Warcraft is a world of experiences and activities. Not everything is M+, Raids and PvP.

Unfortunately they are also limiting the amount of dungeons you can enter per hour because they can’t counter the botting gold farmers. Blizzard has announced a new limit has been added to WoW Classic of 30 instances per day which is in addition to the previous 5 instances per hour cap.
I’m honestly getting frustrated with all of the poor decisions that are being made when other options exist.

Ahhh yeah true, I wasn’t sure if WW also had the target limit like it did in pre-Legion.

As someone who started playing WoW in BFA, this change looks extremely frustrating. Applying the cap to everything without widespread changes to accommodate already looks like an inelegant, game and immersion breaking shortcut.
Why not apply a debuff to players in certain encounters that they’re concerned about? Like “Jailer’s Curse: All AoE abilities may only affect 5 maximum targets.”
Again, I’m not sure that it’s necessary at all and the change seems to be driven by an extreme condition that the game design has explicitly produced and encouraged until now. But to affect the whole game? Yikes.
It is definitely not a min-maxer problem. It affects all of us when we need to farm materials, for example.
If they are so eager to apply the cap, they could do it for only the shadowlands zones (in the manner of some invisible debuff) and leave the rest of the zones untouched. Otherwise, they are affecting maps that were not designed for an aoe cap mechanic.

He was trying to farm old content. That’s not stupid. I seen him using Fists of Fury and i think the crane spin kick and it practically went dead on several of the enemies there.

People don’t AoE farm old content to feel like indestructible gods, lets kill that untruth now. People do that because it’s an efficient way to farm said old content, pull a bunch of mobs and kill them all together so he can get the old loot in there. I do that all the time in old content. We all do, if not, most of us all do, because some of the rewards in that old content are tempting to get or they want it.

This is another one of those things just like covenants where it is obvious where it will fall apart. I don’t need to be in beta, or see it implemented to project how and when it will fail.
AoE cap is one of the dumbest decisions their team has ever done, and they will not back down from that due to their extreme pride.
We had capped aoe for the majority of the game history
We also had hardly any aoe for 2 xpacs
They’re just reducing the bloat off what we have because frankly it got insane and if everything couldn’t do nuts dps they were at a dramatic disadvantage
Tank abilities will remain uncapped due to threat reasons plus the fact their AoE damage (from abilities) currently isn’t a concern.
