+1 for the OP. This cap is a bad idea in general, but for the love of the invisible sky wizard, just implement it ib M+ only. Clearly this is a change for your precious E-sports. Don’t scuff the rest of the game for that.

In classic bears are capped. I couldn’t tank Maraudon because of those trash packs of 8 grubs.

What’s really funny is I’m watching 15 keys in beta and well, it’s working just fine.
I see you’ve never done Maraudon. The trash packs are leashed together. You can’t choose how many mobs you pull. Pull one mob and the whole trash pack comes over. And attacks the healer.
Gonna be real fun when there’s no way to speed up raid clears because of trash limitations and one night clears are no longer possible.
And when we wanna just do our 1 key a week takes the whole timer because the AoE cap just slows you down
It’s possible that new content is being designed around this.
But I remember when they decided that tank threat was “too OP”. They wanted to reduce tank threat and make mobs run off to aggro other trash packs.
It was workable in some dungeons. In leveling dungeons where “skittish” was a characteristic of that dungeon it was an awful mess.

It’s not rocket science. If you pull entire instances, you’re going to have a bad time. As a rogue, using Fan of Knives, you can easily blitz down that pack of scarabs as you go without needing to pull them all to the end of the tunnel, especially since they offer absolutely no loot, so it’s not like it slows you down by killing them that way.
Adjust the way you play the game, like you’ve had to for every other game change that Blizzard has ever made.
Think Imma play boomkin next expansion since Starfall is actually a spell that will be cast…and it doesnt have a cap yet…
Oh its not really about Maraudon is it.
Its about paid carries, power leveling, gold farming etc not being as effecient.
