I believe you may have misread or misunderstood what Vrak posted.
This is specifically the part that relates to you:
It’s a known issue, with a workaround available to summon the mount even though it does not appear in your collection.

I have a slightly different issue, I can’t claim the gift from my battle.net account because my only options are EU, TW, and KR… I’m in the US and have 2 active US accounts. Why Blizzard?
Did you check if you already have the mount for this region, Faesobee? It looks like you purchased the 6-month bundle on your WoW#1 account and I can see the mount in your collection.

I have the six month membership and it still hasn’t shown up and it is past July 13.
Do you have a recurring membership? As in, you didn’t cancelled soon after it going through.

I purchased a six month subscription yesterday (July 17th, 2021) and I can see the payment has gone through. But the mount isn’t in the collections in game, the script /use sapphire skyblazer doesn’t do anything. However, when I go to the mounts section of the shop on battlenet, it says “You already have this item” for the Sapphire Skyblazer.
How long should I wait before submitting a ticket?
The mount is gifted to eligible players. Your gift was delivered on July 2nd and is still unclaimed in your gift inventory. Make sure you’re checking for gifts either in the Blizzard launcher or website:

It looks like you purchased the subscription from the EU shop and applied it to your EU WOW account (WOW#1). That is where the mount would be usable.
If you did not intend to purchase the subscription for your EU account, you may want to file a refund request.
