Blizzard should just send a bunch of foils to everyone who has the minis.
That will solve it short term while they fix it.

Yeah, I also lost out on getting one of them (Maiev) due to my bags being full. Odd that it doesn’t send it to us by the Postmaster like most similar situations would. The achievements seem to think I got her (probably triggered when the box was opened and the toy was placed on the ground), so hopefully that will help with the ticket I put in, but we’ll see I guess.
Edit: I made a thread earlier about that specific issue, it might be useful if you could post in it so they can see that issue separately from the foil appearances problem.
I think I just found another bug with it as well, seems like I can’t use the different appearances on my alts.
it won’t let me type the whole script. It stops at Completed…
Exact same one I was missing, exact same issue. My last Foil got eaten.
I was in this exact situation. One foil left but unable to upgrade the murloc to gold. Sending the foil to alts did nothing. Logging in and out and completely closing the game did nothing. Going to Org to try upgrading did nothing. So I submitted a bug report and went back to Valdrakken. And the quest I needed for the upgrade was suddenly available. Hope it’s fixed for everyone else
Same issue here, I’m out achievements until something gets hotfixed here 
I have the same problem, the murloc “new look” quest appeared twice, forcing me to waste one foil on it so the “newer look” quest would come. Now I have no foil to do the newer look quest for Maiev and the achievements are ruined, because you cannot loot any more foils.

Same here. I used the 12 foils I was able to acquire on my Alliance main just fine, then logged over to my horde alt to use the remaining 2 foils but the alt didn’t have access to the turn in quests, only the starter quest to find and turn in a coin. So I mailed the 2 foils to my Alliance main and logged back but then SHE only had the starter quest to turn in the coin and no longer had access to the 2 remaining upgrade quests either. So I feel like the horde alt’s quest progress overrode my main’s quest progress and reset her back to zero. I still have the 2 foils but not sure how to get those quests back.

Yet another “I’m bugged”. I have one foil left, but no way to turn in the final foil to get the last Maiev look (Newer look). So I am not able to get the last two achievements.
EDIT>> Nevermind. It eventually showed up allowing me to turn in the final foil. Thank goodness

none of us are able to see that because we don’t have characters on EU. It says 403 Forbidden for me because I’m US only.
I didn’t catch the bug until I had turned everything on the first day. Hopefully, they actually resolve this issue.
Update. Just standing in front the machine the quests finally decided to just…appear. One minute I clicked on it and was still only getting the base turn in a rumble coin quest, the next there were my final 2 turn in quests…so ok. Interesting machine. Almost as temperamental as the instant lottery machines I have to constantly fix at my job everyday :)))))
Checked again not long ago and it still just has the rumble coin quest for my main that was doing the turn ins.
I accidentally handed in Huntress’ New Look to Mizzen twice because she offered it twice. That used up one of my foils, and now I can’t do Huntress’ Newer Look to complete everything. I have all the other ones upgraded fully.
I just went and clicked on the Machine In Org and it gave me a rumble foil to get my last upgrade!

GO CHECK THE MACHINE! I had a ticket open for 2 days that never got answered. I randomly just clicked the machine and it gave me my 3 missing foils back and the quests I needed to complete the achievement!

Yeah they did a hotfix that will give you coins or foils to allow you to complete your collection and upgrade all the minis.
Got all the achievements.
My issue is fixed after today’s hotfix and I was able to upgrade everything and complete the achievements. Thank you!
