hadn’t played for 2 years… thought id jump in dragon flight at the last moment.
Why wasn’t this fixed immediately, this is a game breaking bug. Who decided to make opening a ticket so difficult? This should be a bigger issue.

Level 64 and completely locked in progression due to rostrum of transformation requiring level 70.

I’m having the same problem. Barber trick worked but still can’t see renown on any of my alts anymore. Blizzard needs to fix this yesterday. Playing alts right now or starting dragon flight is pointless now.

Also stuck, returning from beginning of Shadowlands, was very excited to jump on using an Evoker to start mostly fresh and yeah. Kind of a rough roadblock to hit so soon into the campaign.
Just sharing that I’m also having this issue. I’m a level 62 mage.

Yup. Get a haircut and you will apparently be able to continue the quest line. This doesn’t fix the rostrum not being usable the rest of the time, but it’s good enough for the quest. I guess.
It’s just a nonsensical workaround, but even if it’s stupid, if it gets you through, it might be enough for now.

My alt was in Iskaara as the feast was winding up and she could not loot the tiny bones to throw in the pot. “Requires level 70.”
I’m level 69 and can’t get into the Valdraken portal either. Good thing I have the inn there on my hearthstone. I thought I was bugged because I have now the Covenant icon on my radar map instead of the DF renown icon.
I have a level 61 Disc Priest. I just got to the quest A New Set of Horns. The rostrum is also not working for this character. I tried the haircut work around and it completed the quest for me as well.
Can confirm the haircut work around works for the purposes of continuing to play, but this definitely feels like a major issue even still.
If you’re checking because it’s game night, you don’t have a higher level alt/are new to Dragonflight like I was, and you don’t want to end up out of things to do, you can use your conveniently just acquired drake to fly south to Veldrakken. It’s a bit of a climb but once you start hitting cliffs and running low on vigor, you’ll probably be able to walk up the rest of the way. Hit up the barber, interact with a mirror, and hey presto you can do the rest of the questline. (until hitting some other bug related to level 70)

The really odd part is, the Dragon Isles are to replace the BfA path for standard leveling path for new accounts when the next expansion launches.
In other words, there was no reason for this to have happened. It was only after the Wednesday Patch that I saw it happen (not even the Tuesday refresh).
1st time playing Dragonflight and already stuck. Thank God people found the haircut workaround. Not a very good look for Blizzard, especially as this problem is well known for over two days, and it literally stops the main story. Kinda unbelievable that it hasn’t been addressed yet.

haircut worked for me too on a lvl63 dk
haircut worked thankfully, still can’t use the rostrum tho, but it is a bit disappointing to comeback to the game in years and see a bug like this, for the main quest, is already 2 days old, by the time they actually fix this, I will be 70. Imagine the frustration of people that don’t open the forums.

Yeah cant even use the portal on my 62 demon hunter
I went to the barbershop. It didn’t let me then use the Rostrum of Transformation but it let me turn in the quest. I’ll take it.
