Working on my 7th toon to 70 and have encountered this bug for the first time yesterday. Would love to change my mounts appearance as well as push my alts through the quest lines. Please let us know what is happening with this.
It wasnât intentional, i just went to change my look since the quest was bugged and i didnt have anything better to do and then the quest completed

Just to be clear for everyone.
Visiting the barber will progress the quest, but the Rostrum will still be unavailable to use.

As will using the âRandom Mountâ button to access dynamic flying mounts. This can still be worked around by selecting a specific dragonflying mount, but the default method of getting a dynamic flying mount continues to bug out for a < level 70 character, haircut or not.
Just FYI, you donât put tickets in for bugs. Itâs not something that GMâs can assist with.

The portal to Valdraken also now requires level 70 to use, even on leveling alts that have already been there.
Ok, the lowets level character I have is 64. All my alts have completed the dragonriding quest. So they are all able to dragonride still. BUTâŚthe reknown button has vanished for all my characters <70, and they are not able to use the Valdrakken portal.

Right, but when someone says they submitted a ticket they usually donât mean bug report.
Having this issue on my level 64 alt. Not happy.

I have the same issue on my Demonhunter. When I logged in today I noticed that step was randomly completed so I was able to progress the MSQ. I still canât use the Rostrum of Transformation though. I assume it was a quick hotfix until they could address the issue?
And the portal from Stormwind (and I would assume Org) as well.
Portal workaround for Alliance, not great but itâs something: The Belâameth portal still seems to work.

YeahâŚif youâre just starting Dragonflight now, you literally canât progress until they fix this. They JUST broke it late last night too. If youâve already levelled to 70 and completed the campaign, there are some workarounds you can use.
Just heard from Twitter support, theyâre looking into this!

First time in Dragonflight and the same bug 
Same here. Was working fine before patch, now completely locked out on lower toons

Guys, the barbershop idea really works, soon as you sit down in the chair, it will auto complete the quest for you. Whoever figured this out, you are a genius.
Returning after BFA wanted to quit after this. GOAT
I guess this is cause they interlinked everything so hard to the renowned that when they uncoupled it to make way for TWW icon replacing the dragonflight icon on the minimap they broke everything with how hard coded it was.
