Im sure they can cap them wherever they want, but it continues to spin up new ones based on population. They also are removed dynamically as well.

Its really not a whole lot different than the sharding system in retail. The only major difference is its cross server and shoves multiple realms together as part of the process as well.

I don’t want to see other people in my game questing period taking my stuff. I play off hours for a reason.

It takes time for layers to fire back up since it is dynamic. There were multiple server shutdowns today, and that is likely why some people were noticing a change. There isn’t actually a change, they just caught it while the layers were still creating themselves.

edit: Think of it like an entryway. Everyone enters the “building” and are all in the same place, it takes time to sort everyone out to their room destination.
