At the end of the day, you can still start a group, you just can’t use custom text.

Just wanted to chime in for anyone that sees this looking for information, you can only start groups in very limited scenarios sans authenticator, such as having a mythic keystone in your bags, as adding a title is considered “custom text,” and you can’t create a group without adding a title. For anyone affected by this, feel free to contribute to my bug report post about this issue.

Group finder without authenticator - title is custom text

I understand that changes have been made to limit group finder for those without an authenticator, and that is not a bug. However, it is stated by Blizzard that those players can still create a group, just not write custom text. That is fine, however, the title is considered custom text.
