A forum post is not a ticket. Even if it was a ticket, they don’t really offer tech support anymore. The TS forum is a great place to ask other players to help you, but that is about all you can get.
What you have is a generic connection error that can be caused by hundreds of things between your computer and the end servers. Step one is to search to see if anyone else right NOW, is having the same issue - if you see dozens of posts within hours of yours then something is up on Blizzard’s end. Looking at the Americas TS forum I don’t see any other issues with failing to connect. Just disconnections which is not the same error. Sounds like you already did most of the steps that you can take. What is left is trying a different connection such as a VPN which takes your data a different route. If that works then it is something in the middle between you and the servers.

For the record, Blizzard is not really too keen on people posting GM tickets - esp for any account actions like a Silence, Suspension, or Account Closure.
The Customer Support forum DOES have Blues still and it serves as an Information Desk. The role of people there is to help guide folks through the ticket system, explain policies, explain account services, etc. It can save people a lot of frustration and time if they ask first. They may find out what they want is not even something a GM can provide help with, or that their issue needs a specific ticket path like “problem with purchase”.
