Fingers crossed this gets fixed soon, as to the person who speculated about AMD processors not being affected, I have an AMD processor and I am also affected. Plus, have never done a ptr or used SL beta.
Any more word on this? It’s still happening, and getting worse for me. The game is almost unplayable now. Playing Classic.
I don’t think so. I’ve had this since maintenance on Tuesday and I have an amd gpu.

I submitted a ticket for this issue and received this response:
"we are investigating the issue with the spinner “GAME DATA IS BEING DOWNLOADED”, thanks for your report. I’m afraid we don’t have an ETA at this moment. Please accept our apologies for the inconvenience. "

It’s happening for me as well, I don’t mind the green circle but the random freezes makes the game unplayable. It has been 3 days already, even if you don’t have a “clean” way to fix this, tell us how we can work around it.
I backed up my WTF and Interface folders and did a complete purge of my WoW, then reinstalled retail and the prepatch download. I haven’t experienced any green circle yet. To note, though, when I did try to scan/repair at one point to troubleshoot the circle, the data folder somehow got majorly corrupted, so I had no choice but to purge and reinstall.
Crazy times we live in, huh?
I have had the same issue, and followed Crosswinds directions. After everything was reinstalled, I have not seen the green circle again.
It looks like something done by the pre-patch must have affected my existing installation, but purging it all and reinstalling fixes it.
Edit: it has returned, I installed the classic client, and after going back to retail the Circle of doom has returned.

I fixed the issue here by deleting all wow, including folder, beta, and classic and doing a fresh install (saved only the addons).
Then i changed the setup on launcher to not download data from future patches.
Just chiming in to say I too am.plagued with the spinner of doom.
I uninstalled again wow retail and classic and just installed wow retail ,but not the prepatch, and the game is working fine. Also i changed the setup to not download data.
This is what I did yesterday, and so far it has been good.
im having the same issue i decided to re-install everything from scrath i notice it only takes 67.5 GB (down from 94gb)
my question is those 67.5 include data from pre-patch or it need to download again?
I have been having the same issue in game for days now as well. I also have gigabit fiber from the pole to my house and I download things very fast. However, for days now I keep getting that stupid green circle in-game. I have also noticed lag interacting with NPCs and other things (usually in Boralus) but not sure if that is related.
I have tried various things like relaunching battle.net and letting it complete any updates it was doing but every time I get back in game the circle comes back. Really annoying.
i have the same issue i did the following to fix it and then break it even worse.
- I copied my WTF and interface folders.
- deleted wow off my PC
- Fresh installed the game + pre patch uninterrupted
- pasted my WTF and interface folder into the fresh install
This fixed every problem and was running like a dream however, i did the following after and now i have like 5 min load times and it is worse than it ever has been i can not even log on sometimes without the game crashing
- i decided to reinstall the beta (a day later)
this brings me to believe that the beta and the prepatch are not working well together at the moment and are having issues. i have since uninstalled the beta and if can now get on with the game crashing however i still have massive load times and when i do log in i still get the game data is downloading
you have to make sure in the battle.net client to have “never automatically apply updates” in the options menu under the game install/update section, or to have “auto-update” unchecked when reinstalling and dl’ng wow again. I’ve been going fine for 3 days now since I did that. It’s the prepatch data that is messing up every version of the game, including classic, and beta. The prepatch download is causing this to happen, prepatch download data = bad. The solution is not to download it.
