It was Blizzâs way not to get ten thousand QQ posts and to lose subs. They compromised by adding the xp off after BC. Twinking is still an exploit. They just âallowâ it certain circumstances or places. BGâs is the only place itâs âallowedâ.

Doing instanced PvP with non-twinks is griefing, hence why yâall got separated.
Doing 120 instanced content with twinks is bypassing game mechanics. Hence this coming change.

I believe it was originally created to allow players to slow down the level at which they advanced for various gaming purposes. For example, if you were levelling with a friend and they didnât play as often as you, you could turn off your exp and still play the character for gathering, exploring, etc without outlevelling them. It was back in the pre-scaling days when you needed to move along into different zones because once you hit a certain level all your fights became irrelevant and your activity rewards lessened.
I remember when I started playing, you could pick what mount you used because a lower level friendâs mount speed was less than yours and you were constantly having to slow down for them. That was a gaming option to assist with social play. I think exp off was for very similar reasons. Yes, it was used in battlegrounds back in the day, but there were loss opportunities then for stronger gear (fewer heirlooms, no Timewalking, etc).
You canât do 120 instanced content with twinks. Heroic and mythic islands & dungeons are locked. You canât do raids. You can do 3 dungeons unless you walk to the other factionâs zones. Normal islands are hardly â120 contentâ

99% of twinks before this freehold boosting came along did open world pvp and bgs though, canât really call it an exploit when you arenât taking advantage of anything unintended.
