I tank random heroics because I get thousands of gold to do it, and I have no incentive to take my time. I, however, will wait for somebody that died (such as someone dying to traps in DoS), since I do know that there are people that are genuinely new doing random heroics. I only vote kick people that deliberately grief the group specifically because I’m geared.
In Timewalking, a lot of us do it for fun, and there’s a Discord for testing and farming.

And that is the answer I was looking for. There should be a level cap for normal or scaled down.
Normals should just be for leveling and quest completion.

There are a lot of replies to this, more than I thought I would get in a few hours.
I have been healing and tanking for over a decade, Shadowland normals are nothing like any I have ever experienced. I think Piddy was right, those weekly rep quests are the cause and anything else a over geared tank can screw up the instance. Are there specific legnary crafting powers that drop in normals too?
I’m not tanking this expansion, but I am sure that how haphazard these instances are it has to be something the devs failed to account for.

Keep up, don’t heal, don’t dps, don’t body pull whatever the tank didn’t pull. Once tank stops, aoe the bejeesus out of everything. I know, it’s unfun. But hey, that’s a fast completion. LFD is the only way to get those TW tokens/power runes and tank is the fastest queue. Put them together and you get that. Us tanks don’t need the experience nor the gear, we just want the end reward.

in a NORMAL instance, item levels are low or even sub 60th level toons.
in a NORMAL instance, a lot of people are new as well as time walking.
If I was complaining about Heroic or Mythic’s I would tell myself where to go. I am not.
Piddy had it right, and as heals I should no longer be responsible for tanking healing if a tank is over geared.
Blizz needs to do a better job because this is just dumb as designed for normals and time walking.
I also want to add to this the scaling issues and why, while I was leveling this Warlock to 50, level 10 tanks, and monks in particular could practically solo Wrath and BC dungeons, wasn’t fun just running after the tank as a DPS not being able to really anything, especially as a caster.
Was really horrible in Blood Furnace with the Rogues mobs, I got killed by a few because the tanks were just sprinting and not getting them, then bad luck and you chasing the tank has one sap you dead, now the tank is on the last boss and you are back at the start, so fun.

ilvl has nothing to do with keeping up. the question re lagging behind was about why are they hanging back and dpsing? do people not understand if they hit something the tank doesn’t have full aggro on then they’ll get the aggro?

If the tank is overgeared, in the 200+ ilvl like you said, they don’t need your healing honey. Just enjoy the carry.
Instead of scaling, they should add hidden MMR like in DOTA, people with high MMR and Ilvl get queued with people with similar MMR.
The MMR would come from how far their PVE progression is.
This way baddies will play with baddies, and people with quick clear mindset get queued with like minded people.
