You are posting on a class with 3 competitive options and pros and cons across different content types. And a 4th that will become competitive as well.

Having actual choice would be meaningful decouple the talents and and abilities from the covenants make it take months to swap then your choice will be meaningful and not effect player power.
Cost is fine, making other forms of content or other specs less is not a cost, it’s a deterrent.
They tried to fit a “single end game content” rpg choice into a “multiple end game contents and free spec switching” game.
In my opinion, it doesn’t work out and is designed for dissatisfaction.
