You should do this right now and then continue considering the Shadowstrike situation. Not fair to everyone stuck on Penance to be forced to wait any longer on a dead server because a vocal minority on Shadowstrike made you change your mind at the last second.

Penance players signed up to play on a PVE server. We obviously are very different to the PVP community and I think the second option would have some fairly toxic results, as demonstrated in the megaserver update megathread.

A very small subset of players using multiple accounts bumped the post. The original complaint post had thousands of views and didn’t even make it to 100 likes. You are kicking the can down the road. Merge is inevitable. At this point you lose a few (if any) accounts because they’re cranky about the merge or you haemorrhage accounts every week as oceanic accounts stop logging in because they have nothing to play and do.

Get players off dead realms and those that do want to play with low ping can stay. This is an option that works for all players.
