Hi, Kalec isnt there on my hunter too. i realised it was on my DH when i just completed it, then i realised my hunter doesnt have the NPC.
The most common cause is having another quest from the Chamber still open on your quest log. One like the Nordrassil or Maelstrom āside questsā. If youāve started those, you have to finish them to restore normal phasing in the Chamber.

I had this experience recently, and the fix for me was completing the quest āReturn To The Seaā, which is when you leave Nazjatar and have to go back after helping Magni with his things
Iām not sure if other quests have Kalec just up and vanish, but making sure that quest was done did the trick for me

As Sniperorc mentioned, the most common reason why you arenāt able to pick up a specific quest is because you donāt yet qualify for it. In this case, Kalec isnāt there with a quest because you still have several quests you still need to complete before he offers it.
It seems you completed āA Fresh Traumaā, but you didnāt pick up the follow up or otherwise continue the quest chain. Youāll want to return to Mount Hyjal by Nordrassil and speak with Magni for āHealing Nordrassilā.

Is there anyway to know what is causing this block? I have completed A Fresh Trauma, but A bolt from Blue never showed and I canāt find it?
Generally speaking, I would look up what you are trying to get and check the comments there.
A Bolt from Blue is for the Charged Scale of the Blue Aspect, which is Rank 4 for Crucible of Flame. You appear to only have Rank 1 so far.
From what I can see you completed āIn Darkness, I Dreamā, but didnāt do any of the follow up. Someone listed the quests for each part in the comments here:
You need to pick up Enter the Dreamway.
If you are referring to a different character, that list in the comments section might still be useful to figure out where you are.

Iām having a similar issue. This npc is missing but also some of my characters canāt open Mother in her vendor mode anymore, I do have a character who can still do that but they are behind in quests than my mage or shaman who lost the ability to open her. Iām wondering if its from syncing with others if itās messing with chamber even if you donāt do any of the quests with the person you sync with. Even my gf has characters having these problems too.
If mother is missing, she might be phased out due to a quest chain.
If she is not a vendor, or you donāt get the currency anymore, you most likely have all of the essences you can currently require. Remember mother is only there to allow catch up by buying a rank 3 essence you earned on one character, but need in a different character.

Shouldnāt she still be able to be opened as a vendor and not just to remove corruptions? Some how her vendor abilities arenāt open to two of my characters anymore. This problem is also happening with some of my girlfriends characters too and we think it has to do with sync ability in game.
With the way they designed this feature, no. If your character cannot make any use of her extra wares, thereās no option to view them.

Yes I cannot seem to find him on this Charecter aswell. Completed all the quest lines for magnificent. Dont have any quests open besides killing nzoth
Did you purchase all the essences that were available on these two characters?
Whatās likely happening is that you are purchasing all the essences available. This isnāt like a normal vendor where you can browse through everything.
If Character A unlocks an essence, then all other characters will be able to see that essence to purchase it (provided itās the correct spec). Once another character purchases that essence, then thereās nothing more to buy until another character unlocks another one.

I am also unable to see Kalec although I believe that I have done all required quests. My hoa is level 81, and I am done with magni quest line and nazjatar.

From what I can see, Timid, you donāt qualify for the quest: A Bolt from the Blue yet. It looks like you completed the quest āA Fresh Traumaā but never did any of the follow ups.
You should pick up Healing Nordrassil. Once you are done with that line, Kalec should be available and have the quest for you.

I believe Iāve done all of the required quests but am not able to see Kalec in the hall. I ran into issues with Healing Nordrassil but was able to complete that line.
It looks like you have not yet completed āAn Old Scarā, āDefending the Maelstromā and āAt the Azerite Timeā, Wysper.
