Cat form isn’t supposed to be ideal for EVERYTHING. Your humanoid form is for casting spells, and communicating like an upright humanoid. Cat form is for doing cat things, like clawing and biting and chasing things.
Why do you need to be so convenienced? Other classes don’t even get Ghost Wolf. Try running around as a warrior or priest, and then go back to your Shaman and appreciate Ghost Wolf FOR WHAT IT IS.
