That sounds a lot like a M+ problem. Isn’t this pretty much exactly what they put IO scores out for? All this complaining from M+ players about a problem they already have the tools to fix. Not to mention all the hyperbole about difficulty and gearing up a fresh 80 in Hero track gear in an hour and it all just ends up sounding like a bunch of toddlers throwing a tantrum.
If you don’t want to run delves, don’t. If you don’t want people with no experience in your keys make your own groups. All of the perceived problems are perfectly solvable with the tools on hand.
That aotc is a joke really kills the argument that delves are all that over rewarding.

Every complaint about M+ in every season before TWW:
“Make your own group. Run with friends.”
The people who said that now:
“That’s not a reasonable solution for me. Delves need to have their rewards nerfed.”
But of all the complaints about things that aren’t happening, “People in delve gear with zero rating are bricking my +7 keys” is the one that is not happening the most.
It’s far more likely that you’re kind of stuck in that range yourself and are just ending up grouped with people who hit their ceiling there as well while looking for something to blame for it.

Indeed it is. And if you read back through my posts, you’ll see me suggesting M+ changes to solve it.
It mitigates the issues for the players that know about IO scores when forming groups. But it still creates more noise for leaders to sift through to verify IO since there are more players looking to hop into M+ after delves with low IO.
But this is also a problem for anyone who doesn’t check IO due to being new or not valuing the system. It’s a problem for the players who can’t get invites/people don’t join their groups due to no IO.

I agree that it’s not that common but the way M+ is currently designed, that’s what it takes.
The game opened an entirely new end game pillar. There’s some growing pains. Delves are more focused on solo or 2-3 players. Low M+ is still there, and still available to those that want to learn and push.
That’s 4 pieces in a week from delves. Once you’re out of keys you don’t get any relevant gear. M+ can be farmed infinitely. Yes it takes more time but that’s all the more practice to make better players.

That’s quite a fortunate position to be in for what you’re wanting to do in game. Good for you. I know many people face time limitation and the people that truly want to push with their limited time are not in a good position right now. The best route for them would probably get as geared as they can through delves and use their remaining time to get familiar with low keys or push their score up.
Circling back, you’re right, M+ needs some help badly right now.
A better solution would to have specific gear for each content. The gear can have bonuses that are active in the content. Its kinda like smashing together tier sets and PvP ilvl scaling.
Sure, but there are unintended consequences of decisions all the time. And while it might make people feel better to know the negative consequence wasn’t intentional, that doesn’t mean it shouldn’t be addressed. And given Blizzard talking about this very thing, it seems Blizzard has an eye toward addressing it.
It’s not 4, it’s closer to 8-9 depending on how many coffer key fragment world quests pop up. You get 4 from the various chests, about 1 from fragment world quests, then you can get as many as 4 full keys from radiant echoes. Depending on luck, a player can realistically have most of their slots with champion delve gear in 3 weeks.
