Ok every reported kick which would still be an insane amount. Most people know what they did. They just want to play dumb.

lets look a little deeper on this one, most of the people saying that are also the ones defending the change expanding the conditions where deserter will apply, and argueing that you should infact be able to kick anyone for any reason without consequence of any sort, what does this tell you about the mental state of these people and the underlying motives for why they like this.
Well yes but maybe that cooldown should incrementally increase if used again too soon.
Initially yes. But with today’s AI systems this can be taken care of easily.
We should implement a reason for kick.
This hold players who initiate and the player who pass the kick.
If the player who initiates a kick - ticks saying improper communication. Then the AI can look into key words what the player who got kicked typed. If nothing wa typed. A 3 day suspension would be a suitable punishment for false report.
This would be a good start and also will see future players who want to abuse this system what the outcome is if the reports are false.
If blizzard does not want to spend these resources then they should remove the debuff.
As a returning player it really does feel like I’ve stepped into a time machine. People have been asking blizzard to do something about vote kick abusers and “BG premades” for nearly a decade.
I think at this point we can deduce where they stand on the issue.
Warcraft team just needs to sit and brainstorm with overwatch devs on this issue. They may have some solutions which can be implemented in wow.
They handle toxic behaviour well to a certain extent.
The only ones I have ever to claim that vote kicking is abused … are folks who get vote kicked, and really dislike it. Typically the ones who whisper folks and start insulting people.
Vote kicking theoretically can be abused, but only ever in such niche cases that it is effectively pointless and completely negligible. Whenever someone starts talking about how “vote kicking is abused” it almost always boils down to “someone said something offensive or behaved poorly, the rest of the group got fed up with 'em, and kicked them out of the group.”
So the idea of punishing people who kick out rude people seems like only a thing a person who regularly gets kicked out of groups for being rude would say.
They kicked me out of Ara Kara for taking left and they went right.

After trying to converse in this thread I’m positive many are not just playing.
This is the form of abuse that Blizzard chooses over the forms of abuse that would be present without vote kicking.
It’s the compromise you get.
There are no solutions in life, kids, only trade offs. 
I admit to being dumb, i find being blissfully ignorant is easier in life.
One of the downsides of dungeon finder imo. Happened often in Wrath classic also, especially after they finally added it. Hasn’t been too much of an issue in Cata oddly enough. Was always people from one realm in particular I noticed also doing the vote kicking. Got to where I would automatically leave group, if I noticed someone from that realm was in group, and especially if they had lead.
You can only kick someone out of a dungeon after you have killed a boss or I think the first interval is 5 minutes, and the second one is 10 minutes if you kick another person. After that you need to clear a boss in order to kick someone. The mechanics of it is something along those lines.
My point: what you are saying happened should be impossible. So what really happened when you got kicked, or did the game bug out and if so… have you reported the bug rather than the people? What you are describing isn’t abuse, at most what you are describing is a bug. So what did actually happen?

And how exactly do you expect the system to determine that? If they can’t be bothered to have a human moderate the forms, you honestly thing they will have one checking every vote kick?!?

They can have something in place. I did not say they need to commit a certain set of workforce.
What steps have they taken to check if the kick was issued.
They did give me a 30 min penalty. So was a check done to back that penalty ?

I agree, but its not gonna happen.
Imagine the number of tickets put in every day if they say vote kicking is now actionable.
No way blizzard is paying staff to weed thru all that to see if the kick was valid or not.

TWO vote kicks a day is all anyone in this game needs.
if youre kicking more than that, you are the common denominator.

I understand but this would be an initial effort from blizzard.
99 out of 100 the kicks issued are not reliable.
Once they start punishing players - future players can stop issuing kicks or will think hard if the kick was worth it.
They can have the same system like overwatch where you report a player and you have to select the option for the reason.
Right now there is no reliability.
