Then all the Kaldorei prior to the sundering are evil because they didn’t rebel against Azshara sooner. I mean… they should have rebelled against the woman who wanted to make the world “elf only”.
The horde is not just as evil as it’s warchief, as the evil warchiefs twices now have been ousted.
If they were just as evil as Garrosh or Sylvanas they wouldn’t have ousted them.
The issue is a psychopath gets into a place of power, and has a built up follower base to pressure and silence dissent, so it takes a while for anything to actually get done.
Which is why the horde is abandoning the entire warchief structure for a racial council of elders.
The horde is not evil. 
Technically if you want to try to split hairs so much, the Draenei are the reason for anything happening to Azeroth as a whole, because they lead the Burning Legion to the orcs, and didn’t warn the orcs about it. 
thus leading to the cascading effects that happened on Azeroth as a whole.

Almost the entire horde was the follower base.

She only did that because they killed her Gnome. Never kill someone’s Gnome. 
How shes ok with horde after everything, including the manabomb that destroyed all theramores across time and multiple dimensions, I’ll never know.

It’s almost like that’s not the case, because literally both times this has happened the warchief and their followers are ousted or put to the sword in the end.

I’ve done heaps of evil Horde quests, completely divorced from the direct orders of the Horde leaders. Whats changed I think is that the Horde did evil things because it was necessary for their survival. When after WOTLK and Cata when Sylvanas started raising towns of humans and night elves as undead, things moved over into “yeah we are pretty much evil but we are fine because Horde”
That was the best Jaina. I still am trying to understand why any Alliance race should give a toss about Horde civilians when the Horde had no problem killing Alliance civilians in droves in Cataclysm.

If Blizz’s goal was to make me hate the nelf community this expac they’ve succeeded.
Because then you become exactly like them. And Alliance are suppose to be the good guys now. While the horde has rotating villains leading them.
