I been away since MoP and bought a new subscription. What is the character level cap now? Can I still play through all the expansion areas that I have already purchased? I have not bought anything since MoP but I will eventually. What are the names of the expansions that came after MoP? Whats a garrison and what expansion is it in?

I believe most of your questions are answered in this thread.
garrisons are part of Warlords of Draenor. They are built by players in three stages. Players recruit NPC’s and run garrison missions for gear and resources.
Welcome back! Level squish, fast mob respawns and new level caps are just the beginning. Level cap is now 50 unless you bought Shadowlands, then level cap is 60. No one needs mana pots anymore, and so much more to learn. I am a returning player enjoying all the expansions before Shadowlands that I missed. If you don’t buy the Shadowlands expansion you are in Battle for Azeroth, but you can “Timewalk” any previous expansion. It’s a huge world out there. So much fun to be casual! Got kids in Warlords of Draenor, Legion, BC, Cata, WoLK, MoP, so much to do! Just see Chromie (she’s in SW behind Dwarfs) to Timewalk any expansion pre-Battle for Azeroth. You can timewalk the expansion of your choice and change your choice until Level 50, at which time you get kicked out and you’re back into Battle for Azeroth. I find Battle for Azeroth no fun at all because of the rapid respawn rate. Makes it too difficult for lower powered, lower armored toons such as Monks, Priests, Mages, Druids who kill slower. Almost requires a playmate. Good luck!
