I’m having the exact same issue. One of the times that I logged out and logged back in the NPCs came back for a split second and then disappeared immediately again. Not long enough for me to complete the quest and start a new one.

Any update here, I had the same problem, tried abandoning the quest and re-starting it. Now the quest giver won’t even show up. So I am completely stalled on the campaign.

I’ve had this issue for over 2 weeks now. Same quest, the NPC will not spawn after completing the requirements. It can not be turned in since the NPC is not there, and it is preventing me from progressing in the campaign on my first lvl 80 this xpac.
EDIT: It may or may not be helpful information, but the quest location can not be tracked on the map either. When it is selected for tracking, NOTHING appears on the map anywhere in any zone. No markers, no arrows, nothing. It’s like the quest doesn’t even know where the NPC should be, or maybe its location is tied to the NPC that isn’t spawning, so no NPC means no location maybe.

I could not post earlier, because there was a bug which was preventing me from selecting a character, which is required to post in the forums. Customer support would not help me with this quest bug since I hadn’t posted in the forums.

It is crazy to me that a bug that literally completely halts all progress on the new content has just been completely ignored like this. This really should have been patched within a week of being reported since it’s so majorly game breaking. Do they even have a team that fixes bugs anymore?

I’ve been having the issue with mine too, when trying to do the quest for Thas’Dorah (Markmenship artifact) but when trying to talk to Varessa on the Broken Shore, I can’t talk to her since she is next to basilisk and will ambush me then her and the npc next to her will automatically disappear. I cant even see the quest in my logs. What’s happening to the npcs? How long has this been happening?

I would like to add my ticket experience to this page. I have opened 3 for this topic and they keep refusing to help me. They repeatedly told me to remove addons, reset my UI, and submit a bug report, but we all know everyone always does that before submitting a ticket, I can’t imagine submitting a ticket before doing all of that. I don’t see the point in telling people to do what they already did, it’s just rude to talk down to people like that.

Ticket 1, 2 weeks ago:

I am having multiple issues.

  1. I can not turn in the war within campaign quest “The Shadow Rising” which means I can not continue the campaign, hindering my ability to even play endgame content.
  2. I am missing all Bronze Celebration Tokens that I should have received in endgame content. I understand this may be fixed for week 2, but I and all the other players will still miss out on tokens we earned but did not receive.
  3. I can not file a bug report via the game, it keeps referring me to the forums.
  4. I can not post in the forums, it says that I need a character over level 10. I have many characters over level 10, so this should not be an issue.

Thanks for your time, I look forward to having this all swiftly fixed upon your response.

Greetings,

We are currently looking into an issue that has been preventing some players from selecting a character, which is preventing them from posting.

We don’t have an estimate on when that issue may be resolved, but we’d recommend trying the forums every so often, log in and out of the forum account a few times to see if that can update the account’s status and allow you to select a character for posting.

Sorry for the inconvenience.

Any update we get we’ll try to post in the following thread.

For the bug report in-game, you should be able to by using the following:

To report a bug in-game:

Press Esc or click the ? button to open the menu.
Click Support.
Click Submit feedback or bug report.
Enter the details of the bug into the Submit a bug description box, making sure to follow the guidelines outlined on the submission form.
Click Submit.

If you are having trouble, try disabling any addons you are using.

[[notes:
1 I did NOT mark it as resolved and there was no option to reopen it
2 the directions they gave me to submit a bug report in game DO NOT WORK, it just tells you to go to the forums
3 after this I just waited until patch day, hoping for it to be fixed. it was not fixed.]]

ticket 2, last week:
[my name/redacted]
I can not continue the War Within main campaign, I am stuck in the Hallowfall portion because the quest turn in NPC for “The Shadow Rising” will not spawn for me at all. Please do whatever you can to get me past this barrier to completing the campaign. It is even preventing me from collecting the bronze anniversary tokens since I need to progress further to unlock daily quests that provide those tokens as rewards. I understand that fixing the bug may take some time, but cant you manually set that quest as complete for my character so I can move on? I am experiencing this on my alliance druid FoliStarfang on the Moon Guard server. Thanks for the help.

Support
Hello,

We are sorry to hear that you are experiencing technical difficulties.

Based on the information you have provided, this issue should be resolved by following some specific troubleshooting steps. We recommend starting with the troubleshooting guide available on our support site: https://battle.net/support/article/000358715

This guide covers common issues and solutions that should resolve the problem you are experiencing.

If the previous troubleshooting steps do not resolve the problem, you can ask the Blizzard player community for help on the tech support forums (if available) or other community gaming sites. Local computer or network technicians may also be able to help if you’ve exhausted all other resources.

Thank you for your patience, and we hope to get you back in the game soon.

Kind regards,
Customer Support

Thanks for the response. I did take the time to research this issue, check the forums, follow a bug report, and followed the troubleshooting guide above before even writing this ticket.

This is not a local issue, the NPC literally will not spawn. Other people have experienced this issue and I have seen no evidence of a fix so far. Please, would you help me out? Thanks.

Howdy

First off, sorry you’re dealing with this hiccup – I know it can be a bit of a bummer. Unfortunately, us folks at Customer Support can’t directly fix these mechanics-related issues, but we’re here to help guide you through a possible solution!

Let’s try a UI reset. It’s like a magic trick that can help sort out addon conflicts and fix any pesky corrupt files. I get it, though – resetting everything might seem like a hassle. Big thanks for taking this step!

Here’s the plan:

  1. Delete CurseForge or WoW Matrix if you have them installed.
  2. Close down WoW if it’s still running.
  3. Head to your World of Warcraft folder (look for -Retail_ or choose Classic if it’s happening there). (Shortcut: Right-click the WoW icon, choose Open File Location)
  4. Delete these two folders: WTF, Cache.
  5. Rename Interface to Interface.old (This keeps your addons safe but takes them out of the game temporarily for testing).

If you get an error while deleting or modifying these folders, just restart your computer to finish uninstalling CurseForge/WoW Matrix.

If that doesn’t do the trick or if you stumble upon any more bugs, we recommend filing a Bug Report. It might not give you an instant fix, but it sends crucial info about your character and the situation to the Development and Quality Assurance Teams. They’ll dive into it and work on resolving any issues if they find something off. Here’s the link to submit a Bug Report: https://us.battle.net/support/en/article/15043

[[notes:
I did NOT mark this as resolved, the GM marked it as resolved BEFORE sending their answer.
They just send a standard repeat response, telling me to do what I had already done.

Ticket 3:
[my name/redacted]
My ticket #US101948638 was marked as RESOLVED without my permission, and the interface will not let me reopen it. The issue has NOT been resolved.

This is regarding that ticket.

I can not continue the MAIN CAMPAIGN for WAR WITHIN because the NPC I need to turn in the quest “The Shadow Rising” to WILL NOT SPAWN.

As I have already stated multiple times previously in my other ticket, I have already done ALL of the suggested interface resets and troubleshooting methods BEFORE even THINKING to submit a ticket. It’s incredibly irritating to have my ticket text completely ignored, and to be told to do what I already did.

I was also told multiple times to post a bug report in the forums while simultaneously explaining to me that I was experiencing a bug that prevented me from posting in the forums.

They straight up refused to help me, literally did NOTHING to even attempt to help me, and then customer support marked my ticket as resolved WIHTOUT MY PERMISSION, AND WITHOUT HELPING AT ALL.

I have finally been able to add to the bug report forums, which you can find here: Missing npc to turn in "The shadow rising" quest - #7 by Folistarfang-moon-guard

Now that I have completed your requirement of both troubleshooting and posting, I would like to move on to some actual assistance with the issue.

GM’s have fixed in game issues for me before, I’m certain a GM must have the capability to manually mark this quest as turned in so that I can continue. I understand fixing the NPC spawn issue may take some time. I just want to be able to move on in the campaign. If you took the time to read this, thank you. DO NOT tell me AGAIN to uninstall my addons, delete my cache and wtf folders again, etc, as I have been over that MULTIPLE times already.

[[note: estimated answer time has gone from 24hr to 1 day 5hr since I submitted this ticket 1 hour ago.
I don’t have high hopes, but there isn’t much else I can do other than be nice, persistent, and clear that I have already gone through all the troubleshooting steps, that I have posted here, that others have the issue, that it is not on my end, and that it has completely halted my progress on the new expansion.]]

I just got the xpack, I can’t belive I paid for this $h1t
