I believe that any class can be played by any race, as long as there’s a logical and well-founded justification that doesn’t further butcher the lore. Yes, gameplay is important, but if it comes at the expense of world-building and story coherence, it’s better not to force it.
I’m well aware that half the player base doesn’t care about Warcraft’s story and just wants to kill stuff in raids or MM+, but let’s not forget that this is still an RPG at its core.
The issue with Evokers is that Blizzard has locked the class exclusively to Dracthyrs, as they were literally created to be Evokers. So unless someone comes up with an explanation so ridiculous it would make a Tiny Toon adventure look like Shakespeare, this request is a lost cause for now…

Again, you seem to not understand (or outright ignore) the fact that in order for the dragon class to work, you need to be a dragon. You take away the latter you unravel the former.
Like I’ve said numerous times; If you want to be a magical class that doesn’t require the Dracthyr form, you have NUMEROUS alternatives. Leave the Evoker class be.
If only there was a way to be a dragon, but not look like a hideous deviant art spyro knock off? Maybe take an elf or human model, give it scales, horns and cool looking eyes… really put a lot of work into it, ya know? Then let players use that when playing the class that is arbitrarily dragon flavored.
Can we really say it’s just an animation issue at this point? When looking at what they wrote during the introduction of the permanent visage form for other classes, it was clearly stated that Dracthyr Evokers primarily use spells based on their original form, and that there was no reason to change this.
It’s easy to understand that they simply don’t want Evokers to be playable in their humanoid form. To them, this class is inherently tied to its draconic form, and it wouldn’t make sense to use this kind of magic or attacks while in a human-like appearance.
It would be as absurd as asking a warrior to cast a fireball or create a portal.
Again, advocate for more options with the dragon form. Giving players the ability to look like a Primalist in Dracthyr form, or having Sarkareth’s void appearance in Aberrus for example is a more feasible ask than dumping the entire purpose of the class.
