If you have numbers to suggest these servers will be dead on arrival please provide them, because as far as I’m aware, not even blizzard knows how many or how few will go fresh. I have seen significant interest for these fresh servers, so I’m not leaning on the side of dead.

As to the PvP and PvE split since EverQuest…
You have to think about Ultima Online if you played it and how EQ was advertised prior to any PvP servers. There was literally an all caps answer in the EQ FAQ that made sure you knew there was no forced PvP. You had to purposely flag yourself PvP at EQ Launch. I think it involved a scroll and a Priest of Discord… I dunno it’s been a long time.
Phase 4 of the EQ Beta was open to everyone that had applied… The moment that phase started all but 2 people I knew in UO were gone. UO of course outside of city guard zones was FFA full loot (outside of the noobie items you started with).
UO → DAoC are the two games I played the longest.
Anyway yes the PvP and PvE have been split. The exodus in UO is what eventually lead to Trammel or “care bear land” as it was called. By then I was already on the UO Interest team and no longer “played”. I was on the Interest Team for Great Lakes.
The percentages of PvE vs. PvP players have long been known, published and discussed even by the Blizzard devs. So some of the commentary is interesting to say the least by the “my opinion is fact” crowd.
Short version… they needed two fresh servers simply because as you say the population is already split. They would simply be losing out on subscriptions by not catering to both with a server.
I don’t really understand why they’d allow anyone to transfer to a fresh server ever. If you want to play there start a new character.

Will be playing Horde. Back in vanilla the alliance reminded me too much of Albion (DAOC) so I played Horde through almost every expansion. For classic and classic TBC I went alliance and burned out trying to be more hardcore Raider than my enjoyment level. I enjoy the challenge of a new start and I want to enjoy the journey and not just focus on end game destination.

All I disagreed with was that the one server should have been PVE.

Me and my friends are all going alliance because back in original wrath we went horde. We picked pve because world pvp is not fun, pvp is great in arenas and bgs, not while questing IMO. Simple as that, my recommendation is just play what you want.

very few are actually answering your topic so thought i would pop in and actually answer it.
yes me and my crew will be on maladath…
we will be going alliance because on our old server we were playing horde and already ran through all the leveling for them on multiple races and class combos.
we also are OG WOW gamers who lived through wrath the first time and we were alliance then and looking for a repeat performance.
we are a group of about 10 players who are pretty steady but casual, not chasing all the server first stuff but looking to experience the content at our pace.
already the crew is nervous about the changes because we are spread across 8 states and 2 timezones and with the changes made, it could impact our play time substantially.
I hear that soon the internet will be moving faster than the speed of sound – even closer to the speed of light – so you should be okay there.
