I need to get the legendary cloak before Tuesday so I can use the Humming Black Dragonscale. I’ve spent several hours looking at the guides, watching videos and going to every possible quest giver on this quest. Nothing is working. This is extremely frustrating. I contacted support because I think the quest might be bugged or I feel like I should atleast be told what part of the quest I am on. Support’s response was extremely frustrating and has prompted me to begin reversing all the charges for my 6month subscription, wow token, character boost, the Shadowlands xpac itself despite the fact that I am enjoying the game. They told me to look at wowhead.com which I already spent several hours studying that page. Extremely frustrating. I think I’m done with this game and Blizzard products in general for awhile.
Because that is all they can do. They are explicitly forbidden from giving game hints, which is what asking where you are is considered. They could lose their job for it.
An Unwelcome Advisor is the first quest on your path to the cloak, that is not available to you in Stormwind Keep or possibly Boralus?
Do you realize that in your post, you did not describe a problem?
If you describe a problem, we can probably help, but “it’s not working” is too vague to begin to troubleshoot.
I’d strongly advise against reversing charges for spite. Not a good move. The amount isn’t going to get the FBI at your door for fraud, but Blizz can and will lock you completely out of your account if you reverse charges willy-nilly.
Thanks for your reply. Yes that is the first quest it’s not in the keep. The keep is bugged and the quest giver isn’t there. I found a work around to get him to appear by accepting another quest that changes the phases and Anduin appeared but he still doesn’t have the quest.
sigh I just wish they announced that they were removing the legendary cloak.
Really I’m not asking for quest help. I just want this quest to be unbugged.
Do you have a quest in your log called “Tides of War”?
If so, abandon it.

There are many other suggestions in the comments section there - have you tried all of those? Many have quite a few up-votes.

That quest isn’t even in my quest log. I abandoned every BfA quest when Shadowlands started to declutter my quest log. I just wish Blizzard announced they would remove the legendary cloak because I would have instead leveled a character that had the legendary cloak already.

I notice you said you cleared out BfA quests, but even pre-BfA quests are affecting this. One poster on WoWhead said they had a quest to go to Legion Dalaran, and after they finished/abandoned that quest, all was well.
Others have had success with using party sync with a lower-level toon. There’s some successes on various relogging of toons and stuff.
Check out the posts that allow you to check for quest completion. Just copy/paste the
/script print(IsQuestFlaggedCompleted(56209))
(in the blocks of five like that user formatted it)
…into game chat to see where you are in the questline. It may be that you are at some other point, past Anduin. Just a thought.
They didn’t remove it, though, so that would be why they didn’y announce it was removed - because it is still in the game. People posting in the WoWHead comments are indeed having success with some of the methods listed, and are off on their way to earning the cloak. You’ll be there too, probably sooner rather than later if you work through some of the troubleshooting stuff listed.
I abandoned everything but a few Shadowlands quests for objectives only in Shadowlands so I wouldn’t think those would affect it but who knows. Thanks again.
That macro just causes a ton of lua errors too and doesn’t even work anymore.
It really shouldn’t be. On an uncorrupted UI, that line simply queries the server to see if a particular quest is complete.

If simply copy/pasting that into normal game chat gives Lua errors, you’ll want to soon look into a complete UI reset. I don’t want to digress too much, but this troubleshooting step is necessary to see where you actually are on the questline.

I’m not saying this is definitely the case here, but I’ve read many posts over the years from folks who forgot they did an intro quest here or there, and actually need to be halfway around the world for the next step, instead of where they are currently standing.

It’s not bugged. It’s phased. And that is why:

They actually aren’t paid to help you, especially in this matter. They are explicitly paid to NOT help you.
No, it likely means you’ll need to reset the User Interface. This does not mean simply disable addons. It means fully exit out of the game and perform the steps in the article above. Then log back in with no addons, and try it.

OMG THIS WORKED
Update: level sync doesn’t fix the problem. I found the macro that works and it’s /script print(C_QuestLog.IsQuestFlaggedCompleted(58496)) and it says false for me and the quest isn’t popping up. I have all the other prerequsites for the quest to pop up and it’s not popping up and GMs are telling me to go to wowhead.com. That’s pretty much the polite way of telling me to ‘google it’ why ever pay these people to give customer support?
I’m ultimately not sure how you’re paying them for customer support since there’s no way to do that, frankly. 
The only thing our money gives us is access to the servers in the condition they’re in at the time we want to access them.
