This should absolutely never brick a key and force a downgrade, though. I honestly disagree with downgrading keys in general. Give the option to restart a key, if nothing else.

Iād be fine with this if keys didnāt let you complete and get rewards if you fail to time.

Well, you should be able to get rewards for completion no matter what. You spent the time, you get the rewards. Get a key of the same level as a replacement, with the option to downgrade if you want to. Not a forced downgrade.
Forced downgrades are a large part of why nobody wants to bring sub-meta comps to M+ anymore. Itās not just a waste of time if you fail the time, itās a punishment requiring even more wasted time to catch up to where you already were.
No, if you fail the key and get to keep the same level, it canāt be dropping rewards.
Why not? You get a new key either way. What is the actual point of lowering the level of a key? Itās just a time wasting mechanic. It does not make the game better for players.
Beating the timer awards a higher key. Failing the timer gives a key of the same level. There would be nothing wrong with that system.
I left a key yesterday (I was the first to leave), and hereās why.
It was a COT: First, Second, and Third boss the healer was dead by the time the boss hit 20% HP every single fight. We managed to down the fights (mostly because I was a blood DK and theyāre their own healer), however, the time investment caused us to miss timing the key. Whatever, Iāll complete it.
We get to the final boss (COT). Healer dies on the first slam along with a DPS. They get BRād. Healer dies on the next slam. Get boss to 3% and wipe because I couldnāt handle gut burst + stun + tank buster.
We proceed to pull 5 more times over the next 15 minutes. Same result, every single time. It is now 15 minutes past when I thought Iād be done with the key. I have to leave to get my kids from daycare before daycare starts to close (didnāt suspect Iād be in a key for an hour on a +6).
So I left.
I have never and wonāt ever leave on the first pull. We have to hard hit a wall.
But I have seen some who do, so I sympathize with how obnoxious it can be.
It does m+ or it gets hose again

I will take the hose it would cool me off. Not hot enough for the AC but I am hot and sweaty.
In PVP, if you even disconnect from a match you get a 200 rating penalty. Iām down for people some kind of penalty for key leavers.
That I agree with. Too many people complaining that leavers are bricking their keys.
Granted, I think the 200 rating thing is absolutely way too much, but I think a lengthy desert debuff should be sufficient.
You realize your gear is really low right? Like Delves are great to get gear to get into normal/early heroic sub 8 keys, but it isnāt going to get you into AOTC groups, which is great if you donāt care about heroic raiding.

If you are looking at my hunter, I am 609. Which is in range for heroic raid and at minimum +6ās.
And if you saw my gear. Scrolling just a little lower, youād have seen:
Seems solid for being delve and lfr geared.
Heck. She has timed a higher key than my main, a 616 dk.
Until you realize you can easily gear out 606 from just bountifuls, not counting maps or vault from t8ās. Then heroic raid starts at 610ilvl (that is the gear it drops btw).
Are you suggesting you should out gear the raid before you start running it?
And a t8 delve is = to a +5 key in terms of gear, which would be comparable to what? A +15 in previous seasons?
Itās pretty silly to state that a +5 is low. Especially after scaling and such.
So you condemned a whole group of people because of the actions of one? That seems really immature and bordering on prejudice if not full blown. Not surprising though, people in NA do this to Ragnaros and other South American and Mexican servers. I find it appalling.
People have been asking Blizzard to punish key leavers since Legion but Iām glad they donāt. Imagine not being able to leave a key because it had people fighting or calling each other names or you were at 60 deaths and not able to get past a boss, or if an emergency came up. People should be able to leave and not feel held hostage.

I know personally, I wonāt invite them. But Iāve also had A LOT of bad experiences over the years. Any time I give them a chance, I get burned. Tried a few times again this xpac to no avail.

Iāve had both positive and negative experiences with nearly every server in the game so I donāt see your point. But you do you boo. 
You said you found it appalling. I explained it, as someone who is Hispanic, to remove what you were insinuating about prejudice based on country/race.
Just because youāre hispanic doesnāt mean anything to me. It is like hearing someone say āI canāt be racist because I have a friend who is a POCā. I just find the behavior of excluding entire servers or groups of people deplorable no matter the reason. If someone queues up for my key and has the credentials, then Iāll give them a chance. Iāve had FAR MORE people from English speaking servers brick my keys than any other so its really a weird take.

I was merely explaining from someone who has done probably hundreds of runs with each of these to warrant not wanting to run with them anymore.
It is what it is. Itās subjective.
