Sorry for length, but it’s worth it if you’re serious about getting High Elves!
The major problem here is that Blizzard is sticking to its guns on the number of High Elves that remain, which is less than 1,500, for the entirety of Azeroth. Only like 1% of that stuck it out with the Alliance, and another 1% show up after everything has gone down, and they get the cold shoulder from both the Alliance AND their people who stayed with the Alliance in the first place.
There’s a lot for them to contend with; High Elves were distrusted by Night Elves, seen by (some) Blood Elves as traitors, on uneven footing with Humans, and they’ve been outright prejudiced against half elves.
Having said that, I think the best, and only, way for High Elves now is to embrace Half Elven society.

There are way more Half Elves than there are High Elves in Azeroth; the ones in Stormwind alone have to outnumber the entirety of all remaining High Elves, by over 4 to 1. Give them purpose, and Half Elves could shore up the ranks, easily.

It’d be a substantial path of redemption for High Elves, story-wise. The High Elves that remained with the Alliance, called out their king for downplaying the strength and sacrifice of humanity. They should be the teachers and historians for the Half Elven population, who fervently remind other High Elves, Half Elves, Dwarves and Humans to put aside prejudices and embrace change, or face similar destruction.

High Elves at this point would need allies to vouch for them. The first people to support the High Elves, would be the Wildhammers, even moreso than Humans and current Half Elves. High Elves had a lot of prejudices in the past, dealing with that through iconic allies such as the Wildhammers would be next level storytelling, as it’d throw the standard Elf / Dwarf dichotomy on its head.

High Elves need a new kingdom. I believe the Alliance just won back Stromgarde in BfA. Stromgarde was one of the kingdoms that gave its all to protect the former High Elven kingdom and lands from the Amani. Give it to the new Half Elven Kingdom and the remaining High Elves. Ancestral human lands given to them freely…there’s all kinds of lessons and emotions in this.
Finally, to seal the deal, have Half Elves (along with their Human and High Elven parents) refer to themselves as Nova Thalassians or something. Maybe a new 'Dorei thing.
As for classes, Half Elves can be paladins (Arator), so there’s that. Also, Rogue, Mage, Warrior, Hunter, Priests and Druids. Hell, this could introduce Savagekin into the game, that’d be sweet.
